I call to order the Lake Havisoo City Council meeting on Tuesday, October 13th, 2026 at 5.30 p.m. We will start with an invocation from Pastor Kay Zimmerman with City on a Hill International Church, followed by the Pledge of Allegiance led by Rich Crane from R&R Pet Sanctuary. God reminded me so he wants it. This is a decree he gave us in 2007. I decree over the city of Lake Havasu City, that this city shall be a city of righteousness that honors God in all her ways, a city of hope to all her people and all those who come here, a city of light where darkness finds no room to hide, a city of love that prospers in all her ways, providing prosperity and goodwill to all her people, as well as those surrounding her, and a city of peace to all who dwell here. Major impact here. Good evening and welcome. I call to order the Lake Havasu City Council regular meeting on Tuesday, September 8, 2026 at 5:30 p.m. We'll have an invocation from Pastor Dale Ray with Lakeview Community Church, followed by the Pledge of Allegiance led with the Havasu Vivers Base ball. Pastor. Out of the Book of Lamentations we read these words, "It is of the Lord's good mercies that we're not consumed, because His compassions fail not. They are new every morning, great is Thy faithfulness." Precious heavenly fathers, we bow our heads. We ask your blessing upon our meeting tonight. I ask, Lord, that you would bless our mayor, our council members, guide and direct them in the decisions that need to be made. I thank you for the citizens that are here tonight. I thank you for giving us such a beautiful place to call home. I pray, Lord, that you would guard and keep all of our departments, police, fire, all of those who serve our city, keep them safe from harm. May we each as citizens contribute back. May this place truly be blessed in the mighty name of Jesus . Amen. And then if the Vipers want to come to the podium. My name's Corey. I'm the coach. And I just want to thank our Lord and Savior, Jesus Christ. Without him, I wouldn't be standing here in front of you, having the opportunity to help grow the boys in not only sport, but life. I want to thank Chris at the City Hall. Without her help, this wouldn't be possible as well. As well as our many sponsors, our bo …

Okay, seeing that we have a couple of vacancies up here with Ms. Patel and Ms. Costa, please join us as alternates. Correspondents and announcements. Mr. Gilbert? Thank you, Mr. Chairman. Nothing was approved by Council of Substance in their last meeting, it was just a number of abandonments. And the election pamphlet should be going out soon with the general plan info to all the households in town to review the ballot language coming up for the November election. So that's all I have today. All right, thank you. Let me start by saying that this is a public hearing and there's a structured order to the proceeding. City staff will present each item. There will then be time for the commission to ask questions of the staff and then the applicant will have the opportunity to present their case to the commission. That being done, we will then …

as well as the legislative process and bills of particular note and interest. We obviously won't go through that great depth of detail that's in there, but there was a lot that obviously went on as it does in every session. I think it's important to kind of look at each session based on the circumstances that surround it. In this session, we had once again a split government with a Democratic governor and a Republican legislature, so there's a lot of things that they have to do to come together and figure out a state budget, as well as how legislation gets navigated. You know, the Republican majorities at the House and Senate are fairly small, larger than the previous couple of cycles, but still 33-27 in the House, 17-13 in the Senate, and then , of course, the governor, Governor Hobbs. So when you approach everything, when you look at everything, and Anthony mentioned the league and how we navigate and make determinations about what is in the best interests of cities in the context that Anthony mentioned, local control, revenue issues, state shared revenue, obviously a critical source of what makes up city budgets around the state. So all of those things matter, and dealing with both sides of the aisle to the benefit of, really, at the end of the day, everybody's shared constituents. You know, legislative delegations from around the state encompass cities, and they, you know, have the same voters. At the end of the day, you know, different parts of the legislative district, …

Thank you. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation , under God, indivisible, with liberty and justice for all. Amen. Good evening, Mayor, good evening, council members. Good to see you all for a good reason. Very busy at the Humane Society. We have construction going on. We are expanding the clinic, making it even larger with L ANGS closing down. We have taken on a lot more at our clinic. We are offering emergency hours. This community asked for emergency hours. We stayed open until 8 o'clock at night. For two and a half months, we've been open until 8 o'clock at night. Nobody shows up after 6.45. And I'm paying two doctors and six techs. So we are going to be changing our hours, offering five nights a week until 6 o'clock emergency care. Emergency care also isn't when they can't get into their own vets for an appointment. They come in to us for emergency care. That's not emergency care. So we are changing things up to help the community, but we 're not going to have our doctors working 12 hours and people not showing up. It's not feasible money-wise, or it's just not fair to do that. So as I say, we're changing things around, but all is good. We are not turning away any emergencies during the day whatsoever, whatever clinic they come from, real emergencies. Okay? Any questions? No? Thank you, Patty, and thank you for taking care of our free friends. Thank you so much. Thank you for being here. …

Tuesday, July 28th, 2026 at 5 30 p.m. If you please join me in a moment of silence, followed by the Pledge of Allegiance led by Brandon Bowers with the Lake Havasu Museum of History. And then after the Pledge of Allegiance, we're going to have Sophia Marie and Cadence from the Girl Scout Troop 18 92 say a few words. But tonight I'm coming to you as the board president for the Lake Havasu Museum of History. With me is Michael Aria. He is a longtime volunteer. Does a lot of our collections at the museum. Deals with all of the photo archives and all that history. If you want to look something up, you would go to Michael first. But just here because we wanted to remind people that we're here and what we do in the community. As many of you know, our museum has navigated some very difficult financial waters in the last few years. I'm here to tell you there is an exciting and secure future ahead. We have built over the past few months. We've bee …
