City of Lake Elmo Parks Commission Minutes 20 July 2026 Members’ Present: Chair Ellen Esch, Vice Tracy Petersen, Commissioners; Hank Hoelscher, Peter Kastler, Tammy Sturtz and Pat Barrett Not in Attendance: Commissioners; Giovanni Bloyer Staff Present: Public Works Assistant Director Adam Swanepoel, Community Development Director Jason Stopa, City Planner Ashley Monterusso Approval of Meeting Minutes Hoelscher moved to accept the agenda with one change to move up the public comments, Barrett seconded. Motion passed 6-0. Public Comment Mayor of Lake Elmo Charles Cadenhead spoke on city council’s stance regarding the proposed position for a permanent park employee. Currently the council does not support a permanent employee and wishes to work closely with the Community Ed program to promote the parks. Community Ed is more on the programming side, they work with individuals that would like to utilize the parks from surrounding areas. This position may be revisited when the City is financially stable to do so. Tony Manzara, 5050 Kirkwood, 11 years ago the Nature Center was approved, with that a lot of effort has been made to remove buckthorn within the parks. He is requesting continued support for the maintenance and upkeep of these efforts. Approval of June Meeting Minutes Sturtz moved to accept the June minutes, Kastler seconded.
