R.S. 42:17(A)(4)] Discussion of Old Matters: 2024-50 Owens reported that the civil litigation against Respondent by the complainant (owner of a Baton Rouge home) is ongoing. After discussion, the CRC unanimously approved the motion made by Mr. Long, seconded by Mr. Zuckerman, to ascertain whether the litigation is active and appears headed to trial. Spaht, Board Legal Counsel President Cardone welcomed everyone to the meeting and reviewed the agenda. He then recognized public comment time. Minutes The board unanimously approved the motion by Mr. Holly, seconded by Mr. Brossett, to approve the minutes of the March 6, 2026 special board meeting. Legal Counsel Report Spaht reported that SB291, authored by Senator Mark Abraham, had been filed in the Senate. This bill contained all of the changes to R.S. 37:141 — R.S. 37:154 and R.S. 37:156 — R.S, 37:158 previously reviewed and approved by the board, except the definition of the “practice of architecture” was not as written in the version of these statutes previously reviewed by the board. At 10:00 a.m. on March 6, 2026, John Cardone, Jr. called the meeting to order, with the following members present: John Cardone, Jr., President Michael F. Holly, Secretary David K.
