Sun Street Center Road to Success Presentation by Denise Velasquez, Program Manager.
Ms. Velasquez stated the Road to Success is a 3-6-month program that is referral-based working with
identified youth (12-17 years old) to prevent school expulsion or further involvement in the juvenile justice
system. They offer individualized diversion plans that include:
e Substance abuse education and referral to youth outpatient services
e Participation in pro-social activities and community service
e Mentorship
© Referrals for individual and/or family counseling
e Parent Education
Ms. Velasquez went over who they serve, how long they have been serving, recidivism rates for South
County, how King City Comprehensive Plan to End Youth Violence Phase | played a roll in referral and
completion rate. She went over Youth Accountability and Responsibly, Parent responsibility, Community
responsibility and a Youth success story.

The King City Council will consider a resolution to place a ballot measure before voters in the November 3, 2026 general election that would reauthorize the existing local sales tax at a rate of 1.5% (one and a half cents) until ended by voters. Arreola stated that King City hosted the Salinas Valley Mayors and Managers lunch on Monday July 27"

A. Consideration of the repeal and rescission of the settlement agreement and release of all claims
entered into between the City of King and SGH Holding, LLC and executed by the Parties on May
15, 2026.
B. Consideration of a settlement agreement and release of all claims between the City of King and
SGH Holdings LLC arising from a dispute regarding the duration of Temporary CUP 2016-0001; the
binding nature of the language within the MOU entered into between the City, Smith Monterey,
and SGH; the payment of development impact fees by SGH to the City for the project; SGH’s
obligations in response to the extension of Broadway Street; and application of the City’s
Municipal Code to the project.

A. Consideration: A Professional Services Agreement with Grossman & Kelly PLLC to Represent the
City of King in the Recovery of PFAS Settlement Funds
City Manager Jose Arreola introduced this item.
Mayor Mike LeBarre further introduced this item. He stated that as well as drinking water there is
wastewater dollars available and fire department equipment and truck dollars available and possibly
airport dollars as well. There is no cost to the city.
Councilmember Cullen is concerned at the cost of testing being taken out of our portion as the testing is
extremely expensive. He also feels the City needs to let Solid Waste Authority know what we are doing.
Are there opportunities for the closed city dump and or a collaboration with the county on Jolon Road
because of ground water run off contamination?
Councilmember Avalos has the same concerns as Councilmember Cullen.
City Manage Arreola went over the disbursements on exhibit 2 and that they would charge us for those if
they reach a settlement.
Councilmember Cullen, Avalos and Mayor LeBarre are also concerned about expert fees, testing as long it
is for our city, probable …
