WHEREAS, the City Council of the City of Jamaica Beach, Texas (“City Council”) finds it in the
best interest of the City, its residents, and visitors to adopt comprehensive regulations for
the use of privately owned dwellings as Short-Term Rentals; and
WHEREAS, the City Council has determined that Ordinance 2025-03 and its amendments
no longer adequately address current conditions, enforcement challenges, and best
practices demonstrated by comparable Texas coastal communities, and that a
comprehensive replacement ordinance is necessary to strengthen neighborhood
