REASON FOR EMERGENCY MEETING
Pursuant to Section 551.045 of the Texas Government Code, this meeting is called with
more than one hour but less than three business days’ notice to consider a matter of
emergency or urgent public necessity requiring a meeting under said statutory provision is
as follows:
There exists an emergent and immediate need for approval of the emergency response to
suspicious network activity related to a cybersecurity incident, time is of the essence in
moving forward with the emergency response with possible resolution.
Pursuant to Government Code Sec. 551.047 related to Special Notice to News Media of
Emergency Meeting or Emergency Addition to Agenda, any news media who may have met

City Manager James Hubbard went over the proposed
application process to recoup expenses of the City for these
events.
DISCUSS NEIGHBORHOOD SERVICES DEPARTMENT
AND DUTIES
Director of People and Strategy Justin Cook presented the
new department Neighborhood Services that will take the
place of Code Enforcement. The department will no longer
be under the Police Department and will now be rebranded
with new uniforms and vehicles. The Animal Shelter and
Services will fall under Neighborhood Services as well.
LAKE JACKSONVILLE PATROL UPDATE Police Chief Markasky provided an update for the Lake
Patrol measures. The efforts are proving to be beneficial to
residients and boating safety.
