Meeting Minutes
July 21, 2026
Meeting convened at 9:00 AM in the Town Hall meeting room to review the town’s trust funds. All
three trustees were in attendance, Warren Coulter, Ted Barbour and Chris MacBean.
Minutes from the prior meeting were unanimously approved.
Transactions during the last several months were reviewed in NH PDID as well as Citizens. Discussion
surrounding capital reserves and expendable trusts occurred.
The asset allocation of both accounts held at Citizens Private Wealth were reviewed for performance
and adherence to the IPS by reviewing Morningstar reports. No changes were warranted at this time,
but we will continue to monitor positions moving forward, including international exposure with specific
replacement of Oppenheimer Developing Markets (ODVYX) at the next meeting.
The meeting adjourned around 9:30 AM with the next meeting scheduled for October 20, 2026 at 9:00
AM in the Hollis Town Hall. These draft meeting minutes will be reviewed at the next meeting.

Hollis Cemetery Trustees
Meeting Minutes, July 18, 2026

The meeting was held at Hollis DPW Office, starting at 7:31 a.m. and ending
at 9:07 a.m.
Trustees in attendance included Erika Cross MacDonald, Susan Hsieh, Melinda Willis
and Raul Blanche. Marc Squires was absent. Also in attendance were Erin Hubbard
as Hollis Select Board member representative for today’s meeting, and DPW Director
Joan Cudworth.
1) Purchase loam for North Cemetery - Joan stated that Hollis is very low on
loam supply due to DPW projects, and loam is also needed for burials. Loam, seed,
and related materials have always been an expense of the DPW.
Joan requested the Cemetery portion of these expenses be shifted from the DPW
budget to the Cemetery budget. Melinda stated that the Trustees can discuss
adding this line item for 2027, but that it is not appropriate to shift the line item
expense to the Cemetery budget mid-year.
Hollis typically uses about 20 yards for burials each year. Loam costs
approximately $22 per cubic yard without delivery cost. A truck load is about 7 cubic
yards. Joan recommended the Trustees add a new line item to the budget in future
budgets to account for purchases of loam, seeds, and trees. If loam purchase is required
during 2026, it would come from the DPW budget and Joan will explain to others that it
was for the cemeteries.

Aaron Penkacik said the 250 Anniversary Committee is asking approval to place a 34” x 24” x4” granite

stone to commemorate the 250th birthday. The stone will be placed roughly two feet away from the

currently installed American Thorn Bean tree on the town common. The stone is currently in production

and the anticipated install date is June 25, 2026. The Select Board have approved the tree and stone
23
during the May 11, 2026 meeting. E. Duymazlar asked is the stone vertical or horizontal. A. Penkacik

replied it would be laying flat on the ground. D. Setaro asked how will the stone be placed. A. Penkacik

replied with a crane and they will lift it into place from the road.

✓ Decided: Cemetery Trustees approve Durham monument design, table Ekstrom request

Hollis Cemetery Trustees
Meeting Minutes, June 20, 2026
Final
The meeting was held at Pine Hill Cemetery, starting at 7:34 a.m. and ending
at 8:25 a.m.
Trustees in attendance included Erika Cross MacDonald, Marc Squires, Susan Hsieh,
and Raul Blanche. Melinda Willis joined the meeting in person at 8:06 a.m. Also in
attendance were Susan Benz as Hollis Select Board member representative for
today’s meeting, and DPW Director Joan Cudworth. Mrs. Diane Ekstrom, Hollis
resident, was also in attendance to provide amplification on her request for approval
of a monument at her family’s burial lot at East cemetery.
1) Ekstrom monument approval - Mrs. Ekstrom provided background and
context for her plans to purchase and install a monument on her single lot. The
Trustees will review Cemetery rules for compliance and then vote for approval at a
future meeting once the detailed design is submitted.
2) Durham monument approval - The Trustees reviewed the planned design and
etching on the proposed monument. Since it was a reasonable design and rules
compliant Susan made a motion to approve the design and Raul seconded it. The
motion passed on a 4-0 vote.
3) Leppanen monument decor - It was noted that the existing family monument
at North was wrapped with a large American flag. A photo of the flag wrapping was
made available to Trustees. Although the intent of the Leppanen family is not
questioned, but appreciated, the decor is not compliant and in violation of exist …
