Chair Long-Bellil called the meeting to order. Attendees stood to recite the Pledge of
Allegiance.
CITIZENS ADDRESS – Greg Bankowski, 45 Putnam Road:
Mr. Bankowski requested that the Town consider installing speed limit signs on Putnam
Road due to frequent speeding. He noted that the road is heavily used by walkers and
young families and expressed support for establishing a 25mph speed limit, if feasible. He
also requested increased speed enforcement or other traffic-calming measures to improve
safety.
Nancy Riggs, Chair, Gold and Blue Star Memorials:
Ms. Riggs invited the Select Board and Town Manager to attend the Gold and Blue Star
Memorials fundraising dinner on August 22. She stated that the evening will include dinner
and live entertainment featuring music from the 1940s by Irving Berlin, Jerome Kern, and
Cole Porter. Attendees are encouraged to wear 1940s-era or patriotic attire. Ms. Riggs
noted that invitations have been sent to four local American Legion posts, two Blue Star
Mothers chapters, and the Garden Club Federation of Massachusetts. She encouraged
Board members to attend and submit their reservations.

Mr. Skillings called the meeting to order at 6:35 p.m.
Examining Current Form Bs:
Mr. Skillings shared several B forms that had been started many years ago, but
were abandoned, probably because no one had checked the Worcester Registry of
Deeds to try to trace the property’s ownership.
Main Street properties #826-925:
Mr. Skillings showed how the tax records can be used to get a more accurate
date as to when a house was built. He showed that sometimes the dates that are on the
Town’s GIS web site are only estimated dates of construction. He showed how one of
the Crystoff rentals had a “build” date of 1945 on the GIS site, yet the Registry of Deeds
had a sale date of 1948 for that property; Mr. Crystoff could not have built the house
before he owned the property. Then by looking at the tax records, the date of 1949
confirmed when he first paid taxes for a completed building.
Worcester Registry of Deed Site
Mr. Skillings showed members that if you want information about properties that
were bought or sold before 1960, you had to use the section of the site that held the
unindexed properties and that you also might need to use the Grantor and Grantee
Indexes to get the information. Mr. Skillings helped Mr. Manier try to work on 99
Pleasant Street and use the GRANTOR and GRANTEE records to trace deeds dated
before …

Chair Long-Bellil called the meeting to order. Attendees stood to recite the Pledge of
Allegiance.
CITIZENS ADDRESS – Steve Cooley, 172 Jennifer Drive
Mr. Cooley addressed the Board regarding prior comments he had made concerning Chair
Long-Bellil's leadership and statements related to the MBTA Communities Act Working
Group process. He expressed concerns regarding information presented during the
February 19, 2026 Working Group presentation, including references to the MBTA
Communities Act, potential legal costs associated with compliance, traffic impacts
related to the proposed overlay district, and the Working Group's review process. Mr.
Cooley stated that he believed these issues contributed to the defeat of the overlay
proposal at Town Meeting and reiterated his opinion that Chair Long-Bellil should resign.
Chair Long-Bellil advised Mr. Cooley when his allotted speaking time had expired and
requested that he conclude his remarks.

Mr. Buck addressed the Board regarding concerns about the condition of Town roadways
and Department of Public Works maintenance activities, particularly street sweeping. He

1. 0 Bailey Road and 0 Chapin Road—Approval Not Required Under the Subdivision
Control Act (1ANR), create two lots from one lot.
• Michael reported on the plan showing the driveway coming on Chapin St. rather than the old
one on Bailey. The lot line was modified. The lots are now 1.19 and 6.39 acres with a 100’
footage on each.
• A motion for approval was made by F. Doyle, seconded by B. Read and passed.
2. Hearing: 7:00 PM— 71 and 81 Sterling Road, special permit common driveway.
• This deals with a common driveway leading off Sterling, and becoming a single driveway over
a bridge. Applicant owns both properties with his parents on the adjoining property.
• Applicant unaware they would need a permit for this action.
• O. Lies asked if the bridge is on the parent’s property or not. He was told it is an easement.

Mr. Skillings called the meeting to order at 6:35 p.m.
Examining Current Form Bs:
Mr. Skillings showed members that many forms had additions added over the
years, but each time a new separate form was created, it was often different than the
one before. He showed that by digitizing the form, if you had to make corrections, it
would be unnecessary to duplicate the whole form each time. He showed several Form
Bs that had been digitized and had uniform pictures and uniform maps.
Main Street properties #826-925:
Mr. Skillings showed that many of these properties had an unusual condition.
Most of the buildings shown were all built by the same person and then rented by the
same family for periods of 20 to 39 years. This created an issue of how to identify each
building and how to date them.
Use of Holden Tax records:
Mr. Skillings showed members how you could date a house by using the town’s
annual tax records. Using some of the Main Street properties, he showed members how
you could trace a building over time and find when taxes were assessed on a building
for the first time. Mr. Mainer asked if it wouldn’t be easier to use the town’s GIS map
site. Mr. Skillings showed that sometimes the GIS dates are incorrect. He showed that
on one property, the town had recorded a build date of 1960, and the tax records
showed that t …
