Hall, 303 Main Street, 2nd Floor, Highland Falls, NY 10928.
The meeting was called to order by Mayor DiSalvo at 8:15 AM

Mayor DiSalvo opened the meeting with the Pledge of Allegiance followed by a moment of silence for our armed
service members, and emergency service members.
Mayor DiSalvo welcomed the public. About one month ago the board approved a RFP, Request for Proposals, for the
Senior Center. We got approximately 150,000 from the CDBG, Community Block Development Grant. The Village
Engineer did the scope. The CDBG Committee reviewed project specs. Six contractors picked up the bid packets.
Two submitted bids. The bids were vastly different and higher than anticipated. The Village Engineer, Todd, worked
with Nicole Anderson at Orange County. They had more money we could use for this project and agreed to add
$120,000 for a total of $270,000 for the project. These additional funds for the project are from the same grant we

have that to the board this week. The deadline for the tentative budget is March 20th. Can’t touch it after that until the
Public Hearing. We can set the public hearing for April 6th before the Reorganization meeting. All board members
have a copy of the FY 25-26 adopted budget. Tentative budget will include expenditures up to March 15th.
Mayor DiSalvo reviewed the FY26-27 Requested Budget for DPW. The mechanic’s salary was reduced from full-
time to part-time. Street Administration page was reviewed. There are no changes for equipment and limited changes
for salary. Street maintenance front end loaders can be financed. …

Mayor DiSalvo shared that Chief Smith had a schedule conflict and is not available tonight. He reminded the board
that they did not pass a resolution to go over the 2% tax cap, so they stayed within those confines. He met with
department heads two weeks ago. The Clerk will provide a copy of the FY25-26 adopted budget to the board
tomorrow. Total revenues and expenditures will be available for the board next week. If there are questions for fire
chief, he will come to another budget meeting for discussion.
Mayor DiSalvo motioned to appoint Tiana Grehanov to the Consolidated Zoning Board of Appeals for a term of 5-
years.
Trustee Carroll seconded the motion.

Mayor DiSalvo provided updates on snow removal. A new DPW truck was delivered this week. Village Clerk, Heidi
Johnson, will follow up with DPW on DMV registration. Mayor DiSalvo approved an emergency purchase for the
snow blower attachment for the Skid Steer during the storm and State of Emergency. The State of Emergency has
been lifted as of February 3, 2026. DPW is still working on snow removal. Vendors help. Orange County provided
two dump trucks and drivers to assist with snow removal. DPW is going for additional training on plowing. Currently
there is an 8” waterline at the Sewer plant that is frozen. The Wastewater Treatment Plant is running a generator.

January 5, 2026
A regular meeting of the Board of Trustees of the Village of Highland Falls was held on January 5, 2026, at the
Village Hall, 303 Main Street, Highland Falls, NY 10928.
The meeting was called to order by Mayor DiSalvo at 7:00 PM
Members present were:

Trustee James Ramus
Trustee Peter Carroll
Trustee Aleena Olivia
Trustee Jennifer Gargiulo

Approximately 30 Community Members
Mayor DiSalvo opened the meeting with the Pledge of Allegiance followed by a moment of silence for our armed
service members, emergency service members, and some of our local members of the community who passed away,
most notably Tanya Hurst and James Conley, who will be missed.
Mayor welcomed Cale Putt who is working on his Citizenship in the Community badge.
Trustee Gargiulo motioned to repone the Public Hearing Permitting and Regulating Short Term Rental Property

Trustee Carroll seconded the motion. All in favor. Motion carried.
