Call to order Ms. Cebula called the meeting of the Charter Commission for the Town of Harwich to order on Thursday, August 13, 2026 at 6:30PM. The Chair declared a quorum. 2. Approval of regular minutes for July 30, 2026 Ms. Hall moved to approve the regular minutes for July 30, 2026. Seconded by Mr. Waystack. Vote: 6:0 in favor. Motion carried. 3. Continuing Business Possible vote of draft Charter Review of preliminary report Other topics for current draft Ms. Cebula noted that the lawyers had been asked to look specifically at Chapters 5 and 7. The lawyers had sent a response to those as well as made additional comments on other sections. Ms. Underwood joined the meeting at 6:32PM. Ms. Cebula noted that she had sent the lawyers’ responses dated August 11th to all members via email. Not all members received the information. She began the conversation reading an email she had received that day from Scott Norum regarding Chapter 9, specifically 9.66 and the 2/3rds vote. Select Board to vote on $667,500 historic church renovation contract

The Select Board will hold a public hearing on a liquor license change for Value Mart and vote on several contracts, including a $667,500 Community Preservation Act agreement for the West Harwich Baptist Church exterior renovation. COMMENTS/ANNOUNCEMENTS A. Public Harwich Historical Society (HHS) President Duncan Berry was present and announced that they had 72 people attend their last HHS event. They will be having another event in October, with details to follow, and he encouraged everyone to attend and enjoy. Harwich Ponds Coalition Board Member Ann Frechette was present and said that they will be hosting an event on August 31, 2026 from 4:30 p.m. — 6:00 p.m. at the Old Bank Street Firehouse. This will be a gathering of people who provide cape friendly landscaping. At the same event, Harwich Conservation Trust will be giviug tours of the Cold Brook Preserve. Matt Sutphin was present and noted that last years Non Resident Taxpayer meeting was sparsely attended, and much to the Select Board’s credit, there were not many complaints.
