Planning Board to hold two public hearings on zoning by-law amendments
The Hampden Planning Board will hold two public hearings on September 9, 2026, at Town Hall. The first hearing (Case 2026-C) proposes deleting a sub-paragraph that allows side yard setbacks to be reduced to 25 feet for existing uses. The second hearing (Case 2026-D) proposes amendments to Section 7.16, which governs solar energy systems. Both hearings are for public comment on proposed zoning by-law changes.

In accordance with M.G.L. Chapter 40A, Section 5, the Hampden Planning Board will hold a Public Hearing on
Wednesday, September 9, 2026 at 6:30 PM in the Town Hall, 85 Wilbraham Road, Hampden, Massachusetts, to give
interested parties the opportunity to comment on the following proposed amendment to the Hampden Zoning
By-Law.
To delete Section 4, Continuation of Existing Uses, Paragraph 4.3, Sub-Paragraph 4.3.2 which states, “Setbacks shall
conform to Table 7.2 annotated except for the side yard, which may be reduced to 25 feet.”
The complete text of the proposed article is available for review in the Town Clerk’s Office and the Planning Office
during normal business hours. All persons interested or wishing to be heard on this matter are urged to attend the

CALL TO ORDER: The meeting was called to order at 5:35 pm by Selectboard Chair Flynn.
Selectboard member Davenport was in attendance as were T.A. Domina and Administrative
Assistant McCormick. Selectboard member Vanderleeden was absent from the meeting.
There were several others in attendance for at least a portion of the meeting.
PLEDGE OF ALLEGIANCE: The Pledge was recited. Chair Flynn asked if anyone was recording
the meeting, there was no response.

Minutes - The minutes from the June 8th meeting were distributed to the commissioners for their
approval.
Julie W. made a motion to approve the June 8th minutes, Dan S. 2nd, all in favor 4-0. With 1
abstention.
Public Comment – Director made members aware of positive social media comment on post about the
great work the parks crew has done maintaining the park.
Director also informed members about positive comments about summer program staff and parks and
rec coordination of summer program and increased social media presence.
An out of town private school utilized the park for an event last month. Left trash and bathroom in poor
condition. Director reached out to admin at the school, and they reached out to parents who organized
event.
Director also shared negative comments on town social media page regarding number of nonresidents
using Memorial Park and splash pad. Director proposed board discuss solutions to address this
complaint.
Heather B. relayed conversation with residents about tree lighting event for 2026. Resident has made
mention of partnering with Parks and Rec to grow event. Heather to reach out and invite him to a
meeting.
