HBCRA Board of Directors

City Commission

The commission will hear presentations on a police/fire pension board proclamation, a retirement proclamation for Officer Martin Jackson III, Parks and Recreation Month, a 10-year water supply facilities work plan, and the upcoming budget. They will vote on a consent agenda including contracts for Kronos time clocks ($107K), stormwater fee collection changes, Aetna medical insurance renewal (10.2% increase), an NPDES interlocal agreement ($63K), water treatment plant flowmeters ($117K), a corrosion control study ($494K), a 40-year building inspection ($112K), water treatment chemicals ($127K), and an emergency EV charger purchase. First readings are scheduled for a comprehensive plan amendment based on the Evaluation and Appraisal Report and a zoning code amendment for the Community Facility District.

The City Commission will hold a second reading public hearing on an ordinance to rezone five properties at 112 SE 9th Street, 116-118 SE 9th Street, and 113 SE 9th Court from Central RAC/RAC Neighborhood to Central RAC/Transitional Mixed-Use. Also on the agenda: first reading of a budget amendment, consent items including a $2.23M water main replacement change order and service contracts for billing ($136k) and FloQast ($113k), and a resolution to designate 918 S Federal Highway as the Chaves Lakes Green Reuse Area for redevelopment.

City Commission

The City Commission is holding a special budget workshop to discuss the city's budget, a 5-year capital improvement plan, a fire assessment study, and the commission's annual action plan. This meeting was rescheduled from June 3, 2026. Public participation is allowed, and speakers must sign in with the City Clerk before the meeting.

Planning and Zoning Board

The Planning and Zoning Board will consider two development applications requiring conditional use permits and variances. St. Ann's Episcopal Church seeks to expand its multipurpose building with reduced setbacks and site area requirements. A separate proposal would build a 4,671 sq ft commercial building on West Hallandale Beach Boulevard with reduced front setback and streetscape width.

• St. Ann's Church (701 NW 1 Ave): conditional use + variances for 1,526 sq ft addition, reducing setbacks from 50 ft to 35 ft and 23 ft, reducing site area from 1 acre to 0.96 acre
• 633 W. Hallandale Beach Blvd: major development plan for ~4,671 sq ft commercial building, reducing front setback from 15 ft to 10 ft and streetscape from 20 ft to 15 ft
