GREENE COUNTY BOARD OF ASSESSORS SPECIAL CALLED MONTHLY MEETING MINUTES August 19, 2026 Meeting was called to order at 5:21p.m. by the Chairman, Rod Wilson. Board Members in attendance: L.P. O’Neal, Nicholas Antone, Keith Martin, and Jim Couch. Also in attendance were County Manager, David Crawley, Chief Appraiser, Debbie Moreno, and office staff, Mary Wood. Also present was Ginny Vanoostrom-Willet. Chairman Rod Wilson asked the Board to consider moving the late-appeal matter to the first item on the agenda to accommodate Ms. Vanoostrom-Willet. The Board agreed and revisited the late appeal. Based on the advice from our counsel and extensive documentation presented, Keith Martin made a motion to accept and process the appeal, and L.P.O’Neal seconded the motion. After discussion, the motion was adopted unanimously. Minutes from the July 22, 2026 meeting (Attachment) were presented for approval. Roll Call District 3 Commissioner Lindsey was available by teleconference. Chairman Usry also recognized retiring Enhance 911 Center employee Jacqueline "Elaine" Armour for her many years of service. E. Approval of Minutes 1. Minutes from the April 14, 2026 Regular Monthly Meeting District 4 Commissioner Blanton motioned to approve the April 14, 2026 Regular Meeting minutes. District 2 Commissioner Smith seconded. Motion passed 5 - 0. F. Zoning & Subdivision Item 1. Consideration of a Conditional Use Request for a Guest House - James & Christa Hyatt District 2 Commissioner Smith motioned to approve the Conditional Use request submitted by James and Christa Hyatt for a guest house at 1080 Sunset Bluff located on TMP# 036-B-B0-002. District 1 Commissioner Deering seconded. Motion passed 5 - 0. 2.
