Program, part time staff, Back pack food for kids, CSB program training, and Salvation Army
Summer Program.
2. Discuss TAD Disbursement for 2025 Tax Bills
Tax Commissioner Sylvia Hollums explained that due to the miscalculation of the TAD value by
the Tax Assessor, the County will return $302,617.77 , towards the TAD#1 and $307,904.30 ,
towards TAD#2 for a total of $610,522.07, to be disbursed to the City of Griffin.

The Spalding County Parks and Leisure Services Advisory Commission held their regular scheduled
meeting in the Conference Room at the Spalding County Senior Center on Thursday, May 14, 2026
beginning at 6 PM with Chairman Tyrone Ward presiding. The following Commission Members were
present: Howard Ayers, Ron Carreker, Zachery Holmes, Peter Phelps, and Chairman Tyrone Ward.
The following Commission Member was late: Commissioner Gwen Flowers-Taylor (6:05 PM). The
following Commission Members were absent: Mary Braun, Kevin Davis, Kenneth Hester, TJ
McDaniel, and Reese Simmons. Commissioner Flowers-Taylor left early at 7:18 PM. Spalding County

budget) and expenditures $59M by the eighth month of the fiscal year, supported by strong tax

meeting in the Conference Room at the Spalding County Senior Center on Thursday, April 9, 2026
beginning at 6 PM with Chairman Tyrone Ward presiding. The following Commission Members were

SPALDING COUNTY PLANNING COMMISSION

April 28, 2026
The Spalding County Planning Commission held their regular monthly meeting on April 28, 2026,
convening at 6:00 P.M. in Room 108 of the Spalding County Courthouse Annex. Members present
were Chair MaryLouise Upshaw , Vice Chair Bruce Ballard , and Commissioners Frank Harris,
Doug Hardwick, and Bill Bryant.
Also present were Steve Ledbetter, PhD, County Manager, David Allen, Community Development
Director, and Planners Eva Morales and Elijah Humphries, assisting with the recording. County
Zoning Attorney Newton Galloway was also present (came in late).
Chair MaryLouise Upshaw called the meeting to order at 6:00 p.m.

April 2, 2026, in Room 108 of the Spalding County Annex Building located at 119 E. Solomon
Street, Griffin, Georgia beginning at 9:00am with Chairman Clay Davis presiding.
Commissioners Gwen Flowers -Taylor and Commissioner Reginald Watts were in
attendance. Commissioner James Dutton arrived at 9:06am and Commissioner Ryan
Bowlden arrived at 12:45pm. Also present were the County Manager Dr. Steve Ledbetter,
Deputy County Manager Erica Dye, County Attorney Stephanie Windham.

The Spalding County Parks and Leisure Services Advisory Commission held their regular scheduled
meeting in the Conference Room at the Spalding County Senior Center on Thursday, March 12, 2026
beginning at 6 PM with Chairman Tyrone Ward presiding. The following Commission Members
were present: Howard Ayers, Mary Braun, Ron Carreker, Zachery Holmes, Peter Phelps, Reese
Simmons, and Chairman Tyrone Ward. The following Commission Members were late:
Commissioner Flowers-Taylor (6:02 PM) and Kenneth Hester (6:46 PM). The following
Commission Members were absent: Kevin Davis and TJ McDaniel. Spalding County Parks, Public
