The Imperial County Board of Supervisors will hold a public hearing to extend the temporary moratorium on data center facilities in unincorporated areas for 10 months and 15 days. Pursuant to the requirements of the CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) and the County’s
“RULES AND REGULATIONS TO IMPLEMENT CEQA” the Imperial County Environmental Evaluation
Committee will meet on June 25, 2026, at 1:30 p.m. in the Board of Supervisors Chambers, 940 Main Street, El
Centro, to review the below-mentioned projects:
(INFORMATIONAL ITEM ONLY) Assessment #22-0005: Applicant: Titan II Solar, LLC proposes Conditional
Use Permit #22-0003 and Tract Map #00995. The Project consists of a modification to the previously approved
Seville 4 Solar Project (CUP #17-0006), now known as the Titan II Project, and upgrades to the Imperial Irrigation
District’s (IID) existing 92-kV R-Line. The proposed modification would add a 40-megawatt (MW) battery energy
storage system (BESS) and a gen-tie line to interconnect the existing 20-MW solar facility with the IID R-Line on
APN 018-170-067. The Project also includes upgrades to an approximately 34-mile segment of the IID 92-kV R-
Line between the Dixieland and Anza Substations. Improvements would generally involve replacing existing
wooden transmission poles with steel monopoles of similar height to improve system reliability and capacity.
While most work would occur within the existing right-of-way (ROW), limited ROW expansion would be required
on certain Bureau of Land Management (BLM) lands. The proposed project site is located at 2085 H Hwy 78,

Assessment #25-0042: The Applicant, Skylark Energy LLC, is proposing a Conditional Use Permit (CUP25-
00019) and Variance (V25-0002) for the construction of an 80’ tall pole sign located at 1225 S Marina Drive,
Salton City CA; said variance will allow the applicant to exceed the 24’ height limitation for pole signs on a C-2
(Medium Commercial) by 56’, and the 200 Square Feet per side limitation on the picture area by allowing 216
Square Feet. The Conditional Use Permit will serve to allow the construction of the sign in conformance with

Planning Commission to vote on CEQA update, subdivisions, and tower permits
The Imperial County Planning Commission will hold public hearings on several items, including an update to the county's CEQA regulations, a time extension for the Heber Meadows subdivision, two conditional use permits for existing cell towers, and a parcel map to split a residential lot. The commission will also approve minutes from a prior meeting. Public comment is allowed on each item.

Board to vote on Lithium Valley Construction Workforce Ordinance
The Imperial County Board of Supervisors will consider adopting the Lithium Valley Construction Workforce Ordinance, which would establish new requirements for construction work in the Lithium Valley area. The board will also discuss a $375,000 grant for a veterinarian recruitment program, a wastewater rate increase for the Niland County Sanitation District, and a contract for new interview rooms at the Department of Social Services. Board to vote on Lithium Valley Construction Workforce Ordinance
The Imperial County Board of Supervisors will consider adopting the Lithium Valley Construction Workforce Ordinance, which would establish new requirements for construction work in the Lithium Valley area. The board will also discuss a $375,000 grant for a veterinarian recruitment program, a wastewater rate increase for the Niland County Sanitation District, and a contract for new interview rooms at the Department of Social Services.
