The meeting was called to order at 12:14 pm. The Board reviewed the
previous minutes and noted a correction regarding the reference to the
Haitian community. Brittany made a motion to approve the minutes of the
previous meeting with the correction. Elda seconded the motion. Motion was
carried.

i. Temporary Protected Status (TPS)
No new updates were provided. The Board agreed to carry the
item forward for further discussion when additional information is
available.
ii. Driver License Ordinance Follow-up
Staff reported that additional research related to the driver's
license ordinance and the Board's previous discussion with Chief
Pruitt had not yet been completed. An update will be provided at
the October meeting.

The meeting was called to order at 12:01 pm.
The Board reviewed the May 4, 2026 meeting minutes. A correction was made
to remove a statement that had been incorrectly attributed to a new board
member. A motion was made, seconded, and approved to accept the minutes
as corrected.

Old Business
A. Immigration
The Board received an update regarding immigration issues affecting the
community. Discussion included a pending federal court case involving
Temporary Protected Status (TPS) that could impact work authorization
for members of the Haitian community. Carmen De La Torre was unable to
attend and was unable to provide updated statistical data. The Board
agreed to continue monitoring immigration updates and receive additional
data at future meetings.

The Meeting was called to order at 12:16.
Rakhi motioned to approve July’s Meeting Minutes; Carmen seconded.

Old Business
A. The Board currently has two vacant positions. There are currently no
applicants. Members were encouraged to continue outreach efforts to
promote the open positions.
B. Carmen reported ongoing immigration-related concerns affecting
individuals from approximately 19 countries. Many appointments for
individuals from these countries have been canceled, leaving numerous
cases unresolved.
Discussion was held regarding the impact on employment, including the
loss of work authorization due to expiration issues, which has resulted in
job loss. It was noted that a higher number of job losses is anticipated in
February as Temporary Protected Status (TPS) deadlines approach.
The Board also discussed changes to work visa extensions, noting that
extension periods have been shortened and approvals are inconsistent.

I. Traffic Advisory Committee was asked to consider and approve that the alley adjacent to the Emmaus
House, 802 N 5th, be designated as a one-way only traffic from north to south. Request is intended to
improve traffic flow and reduce congestion of the freight truck and public pickups.
a. After consideration of both Emmaus House board Member Dawn Lunzman and the Traffic /Solid Waste
department concerning the relocation of dumpsters, Member Turley motion to leave as is and the
possibilities of educating Emmaus House staff or using temporary signage. Motion was seconded by
Member McGowan.
II. Traffic Advisory Committee was asked to consider and approve the installation of flashing cross walk sign
at Walker St & Taylor Ave near Buffalo Jones Elementary school. Request is intended to help pedestrians
such as students and parents needing to cross and not being able to due to distracted driver.
