Nine wrestlers from Burges, Chapin, and Franklin High Schools, who earned top seats at the Texas

Rene Vargas. Upon completion of the three individual interviews, the applicants departed the room
for the Board to deliberate. Trustees took opportunities to thank the applicants and staff for
assistance in the process.
A roll-call vote was taken and the Board unanimously appointed Dr. Jack Loveridge for the position

Board President Irrobali shared that this meeting would be to discuss and review feedback from the
Trustees submitted to Ms. Esperanza Orosco, Texas Association of School Boards (TASB)
Consultant, as discussed in the May Team of 8 Board Training session. Additionally, he
recommended a two-person AdHoc Committee to review and make revisions to the document.
Formal adoption of the Handbook could then be considered at the August Board Meeting.
Discussion ensued regarding agenda review meetings, addition of an Academics Committee, and
posting of Committee Meetings. Ms. Cezy Collins, General Counsel, reminded the Trustees to be

Call to Order
The meeting was called to order at 5:30 p.m. by Board President Irrobali. Trustee Hernandez read the
Social Contract for the Board of Trustees.

Report on Destination District Redesign Phase III
The following individuals requested to address the Board regarding Item 2.A.:
Ms. Destiny Garcia, Community Member, addressed the Board sharing her concerns regarding
transparency and communication with the community.
Mr. Samuel Schulte, Community Member, addressed the Board sharing his concerns with school
closures and suggesting a Community Oversight Board.
Ms. Erika Morales, Community Member, addressed the Board regarding school closures, their
impact on children, and in favor of small community schools.
Mr. Derrick Robinson was not present when called upon.
Ms. April Martinez was not present when originally called upon.
Mr. Kent Harrington, Community Member, addressed the Board sharing his thoughts on school

Audit Committee
EPISD Audit Committee reviews Q1 internal audit status and delayed corrective actions
The El Paso Independent School District Audit Committee met to review the Q1 2024-2025 Internal Audit Activity Report. 1. Presentation and Discussion of Internal Audit Activity Report for Fiscal Year 2024-2025 – Quarter 1
Mayra Martinez, Chief Internal Auditor (CIA), informed the Board members and Superintendent that the
presentation summarizes the detailed Internal Audit Activity Report provided to all Board members as an
item on the November regular Board meeting agenda. The Internal Audit Activity Report covers the period
of July 1, 2024, through September 30, 2024. The Activity Report and presentation provide the status of the
current year’s Audit Plan and the status of corrective action plans (CAP).
The Audit Plan, approved by the Board in April 2024, included 18 planned engagements. Since the beginning
of the fiscal year, four engagements have been added during quarter 1, 1 bringing the total number of
