The Dorchester County Council approved second reading of ordinances to issue up to $38 million in parks and recreation bonds and $30 million in library bonds. It also authorized the purchase of 627 acres in Winding Woods Industrial Park for $7 million, approved a $70,000 allocation for Rosebrock Park playground, and gave final approval to an economic development incentive for Magnolia Botanicals. All votes were unanimous except for a few 6-0 votes with one member absent.

- Approved 3rd reading of Magnolia Botanicals incentives ordinance (6-0, Byars absent)
- Approved sewer service for 53-lot subdivision off Hwy 61 (unanimous)
