Documents
The City’s current medical insurance carrier, Blue Cross Blue Shield of Texas (BCBSTX), proposed a 57.4%
renewal increase for FY2027 due to significant claims losses. After reviewing available options with the
City’s insurance broker, Rod Insurance Group, staff recommends renewing with BCBSTX while
implementing a redesigned high-deductible health plan. The redesigned plan, which may include HMO
and/or PPO options, is expected to substantially reduce the renewal increase to approximately 11% - 35%,
while continuing to provide employees with comprehensive medical coverage. The proposed renewal would
be effective October 1, 2026, with a projected annualized maximum premium of $1,776,319.

Resolution 2026-46 Declaring Five (5) Zoll Z Vent Ventilators as Surplus Property and Authorizing Their
Sale
El Campo EMS has five (5) Zoll Z Vent ventilators that are no longer utilized following the purchase and
implementation of our new Hamilton ventilators.
Staff has made numerous attempts to identify options for selling the Zoll ventilators through medical
equipment resellers. Several resellers declined to purchase the units due to concerns that Zoll will not service
ventilators that are subsequently purchased through a third-party reseller. Based on these discussions, staff
was advised that the most viable option would be to sell the ventilators directly to another EMS agency.
When El Campo EMS purchased its current Hamilton ventilators, Hamilton initially offered $500 per unit as
a trade-in. Staff determined that this amount did not represent an adequate return for the equipment. Staff
also subsequently obtained a verbal offer from Zoll of approximately $500 per unit for a cash buyback or
approximately $1,100 per unit as trade-in credit toward future Zoll purchases. El Campo EMS does not
currently have a need for additional Zoll equipment that would make the trade-in credit beneficial.
Based on the offers received, condition of the equipment, and potential value to other EMS providers, staff
established a proposed sale price of $5,000 per ventilator and contacted s …

1. Lana Nimri (12906 Island Falls Ct, Houston, TX 77041): Spoke regarding SUP-2026-02; Stated in
opposition of approving the application, believes that increased visibility of tobacco and vaping products
where children & teenagers live can make them want to try it out; That businesses centered around these
products can normalize smoking & vaping for younger generations; well documented nature of nicotine and
the public health concerns associated with this type of use. Valuable commercial space like this should be
used for businesses that provide everyday services or help for families & teenagers instead of making them
addicted to harmful products. If City keeps approving businesses like this, sets the stage for other addictive
types of businesses like adult stores, adult video or poker store; Asks for Commission to deny the
application & to consider what value a smoke shop can add to the kids, teenagers, and children.
