City of Goodview City Council Minutes – Special Meeting July 27, 2026 The meeting was called to order by Mayor Ben Klinger at 6:30 p.m. Upon Roll Call: Mayor Ben Klinger, and Councilmembers Dick Ledebuhr, Charlie Andring, and Cassie Gilliam were present. Councilmember Sandra Ramirez was absent. City Staff Present: City Administrator Dan Matejka, Director of Public Works Dave Schultz, and Office Support Receptionist Cierra Janikowski were present. The Pledge of Allegiance was said. New Business: There was a discussion pertaining to the City potentially pursuing a substantial donation to upgrade Memorial Park, including lighting the ballfield. Mayor Klinger and City Administrator Dan Matejka gave a short presentation to those community members in attendance. Some points they stressed included; the lighting will only be on the ballfield and nowhere else in the park, and at this time there is no talk of extending the park hours from the current 10:00 p.m. closing time even if they light the ballfield. The donor possibly would also be interested in upgrading the playground equipment, concession stand, scoreboard, and dugouts. Mr. Ben Gordon, who runs the men’s softball tournament for Goodview Days and is a member of the Goodview Sandlot Baseball group, gave a short presentation on the lighting specifically. Mr. Brian DeFrang from the City of Winona gave a short presentation on the sewer treatment project they are planning on doing in the next couple of years. He indirectly informed the Council the City of Goodview should be expecting about a 5% increase in rates charged by Winona for the 2027 year. The City of Winona did receive about $17 million in grant/bonding dollars for this project out of the $33 million it is expected to cost. After the City of Winona receives the final construction estimates, they are going to do another rate study to see how much of the cost is going to affect the City of Goodview in our sewer agreement. Community Comment: Mr. Andrew Schmidt, 870 47th Avenue, addressed the Council and asked what they are planning on doing about ICE (Immigration and Customs Enforcement) in the area. Mayor Klinger asked Police Chief Roloff to answer the question. Chief Roloff stated ICE is no longer in the area and no longer needed to be dealt with.
