Commission Discussion
A) Discussion of potential land annexation and development of property at
3680 South Island Road:
Aaron Schmitt with Samon Whiteside represented the developer, Frank Finlaw
with Finlaw Development Company, LLC. The property is in the county, and the
developer would like to annex the land into the city, wanting the development
to be an improvement and add additional tax base to the city.
Currently, there is only one main entrance into the development. The fire
department wanted a second access available to the property. Discussion took
place on suggested secondary access roads. Ms. Jennifer Boyer noted that
roads must be public roads, unless in a PD Development. Mr. Frank Finlaw
suggested he would prefer not to pave it, but make it a stoned emergency
access road so that people do not think they could use it all the time.
If annexed into the city, the goal is to create attainable housing. The county
requires 10,000 square foot lots. Mr. …
