The study reviewed current and projected housing needs over various community demographics. Police Department Grants and Contracts A motion and second were made by Leighton and Fish to recommend the council authorize the Fergus Falls Police Department to act as the fiscal host for the Towards Zero Deaths (TZD) program and authorize the submission of a Towards Zero Deaths Traffic Enforcement Grant to fund enforcement activities from October 23, 2026-September 30, 2027, and the motion carried. A motion and second were made by Leighton and Kilde to recommend the council approve entering into a contract with WorkSTEPS to administer a physical agility test for new police department hires and the motion carried. A motion and second were made by Kilde and Rachels authorizing entering into a Joint Powers Agreement between the Fergus Falls Police Department and the Minnesota Internet Crimes Against Children Task Force and the motion carried. Otter Express Update Kayla Sullivan shared an update on the Otter Express transportation services.
