Pledge of Allegiance: The Pledge of Allegiance was led by Mayor Small.
Abstract 4
Clerk Shepardson reported the total amount for Abstract 4 is $195,754.06. Over half of the
amount relates to paving bills eligible for CHIPS reimbursement. The abstract had been audited
by Trustee Kinsella.
Motion to approve Abstract 4 was made by Trustee Kinsella, seconded by Trustee Matt.
Motion passed unanimously.
Celebration:
As today was Mayor Small’s birthday, a brief celebration occurred with cake and singing "Happy
Birthday" by the fire department staff led by Chief Hildreth.
Senior Center Boiler Bid Process
Clerk Shepardson reported the community development grant received was $50,000 for a boiler
replacement at the Fayetteville Center for Active Adults. The estimated cost for the boiler
replacement was between $70,000 to $80,000; therefore the village may need to cover
approximately $20,000 out of pocket.
Motion made by Trustee Kinsella to put specifications out for bidding for the boiler
replacement to comply with the grant requirements. Motion seconded by Trustee Matt
and carried.
Bids to be returned by August 17, 2026, to coincide with the next board meeting.

Dumas at 7:00 p.m., in the village hall board room.
Those in attendance for the meeting were: Scott Dumas, Jo Anne Falco, John Boyd, Catherine

Scott Dumas asked Marke Lantry, Property Manager on behalf of the property owner, to present the
project. Marke Lantry introduced Sara Green, project applicant to the board. She described her practice
for pediatric occupational therapy – treating kids from birth until high school - and movement classes
– yoga and sensory integration - for kids. Marke Lantry stated this is the old Sweet Velvet Boutique
space. He stated that most of the therapy time is one on one. Sara Green stated that classes are capped
at six. Pediatric Occupational Therapy is her main focus and the movement classes are just fill in.

The minutes of June 22, 2026 were accepted as edited.
Motion to approve the minutes as edited was made by Trustee Rice and seconded by

Clerk Shepardson presented two abstracts. Abstract #25, the final abstract of the prior fiscal
year, totaled $18,211.05. Abstract #3, the third abstract of the new fiscal year, totaled
$378,449.73, consisting primarily of health insurance payments. Clerk Shepardson noted that
both abstracts had been audited by Trustee Kinsella.
Motion to approve Abstract #25 was made by Trustee Rice and seconded by Trustee
Cleary . The motion carried unanimously.

Meeting Minutes 5/26/2026
Motion to approve the May 26, 2026 meeting minutes was made by Trustee Cleary and seconded by Trustee Rice. The motion carried unanimously.
Abstracts #23 and #1
Clerk Shepardson presented two abstracts reflecting the fiscal year-end transition. Abstract #23, the final abstract of fiscal year 2025–2026, totaled $44,582.80. Abstract #1, the first abstract of the new fiscal year, totaled $159,394.72. A meeting of the Planning Board of the Village of Fayetteville was convened by Chairperson Scott
Dumas at 7:01 p.m., held at the village hall board room.
Those in attendance for the meeting were: Scott Dumas, Jo Anne Falco, John Boyd, Catherine
Chapman, Dan Reisman, Associates Jim O’Connor and Chris Fiello, and Village Attorney Ted Spencer.
Also Present: Trustee Mark Matt and Sang Nguyen.

Scott Dumas requested an update on the work that was presented in October. Sang Nguyen,
owner/applicant, stated the electric work is done and the plumbing work is being done by a contractor.
The ramp contractor is removing all the stumps and work will be done on the ramp. Scott Dumas stated
that there has been a lot of work done on the property. He inquired about the plantings. Sang Nguyen
shared that he has purchased more plants and planted some around the retaining wall. Scott Dumas
inquired if any of that was on the previous plan. Sang Nguyen stated it was not because he did not know
it needed to be on there.
Sang Nguyen stated that when it rained it washed debris and gravel onto the sidewalk. He decided to

A meeting of the Historic Preservation Commission (HPC) of the Village of Fayetteville was
held in the village hall board room starting at 7:00PM.
