The Eliot Planning Board will hold a continued public hearing on a shoreland zoning permit for a permanent pier, seasonal gangway, and float at 419 River Road. Website Updates.
We have been working internally to address some suggestions and what we consider upgrades in
usability for the customers of the Town of Eliot. The superhero in this exercise is truly Kim
Tackett! Kim has been a liaison between key vendors on mapping, permitting and all things
CivicPlus along with all her duties she has accepted the challenge with determination and
countenance. Thank you, Kim.

(circled in blue), click on it, you will be brought to a page that attempts to
coordinate all of our applications. These applications are or will be connected
' internally to the appropriate parties for processing.

revived the municipal/vendor relationship. In doing so we have forged
cooperative efforts to make the Iworqs platform more effective for all users.

Robert Holderith, 360 River Road, addressed the Select Board with questions about the
Town’s Mass Gathering ordinance and permitting. Because concerns involved Sandy Hill
Farm, owned by the Widi family, Chair Widi recused himself and Vice Chair Dow
chaired Public Comment. Board members asked for time to review the ordinance and
presented documents before responding and agreed that future structured discussions
would better address the issues. Joanne Francis, 374 River Road; Maureen Holderith, 360
River Road; and Bill Widi, 34 Sandy Hill Lane also spoke. The Board directed that the
materials, including letters and ordinances, be added to these minutes as an addendum.

Honorable Select Board,
Please accept the following remarks regarding the hard work the incredible employees of the
Town of Eliot are delivering every day on behalf of citizens. Thank you for your support and
guidance.
Route 236.
Below is a picture of the perforated pipe, along with flowable mix that was installed to relieve
the ground water inflow that was determined to have caused the sinkhole on Harold L Dow. It is
now repaired and to the best of our knowledge the MEDOT is satisfied with the work.
There were no defects in the sewer pipe previously installed
that would have caused any increase in ground water and
therefore contribute to the dilemma. With the necessary
approvals the excess ground water will be rerouted to the
nearby stream.
Below you can see the depth of the trench that was re-dug to
make the necessary repairs and ensure there would not be any additional complication related to
this issue.
The project remains under budget and will be completed by the
June 30 deadline. There pump stations are operational, have been
tested and ready to be used.
We have broached an issue with the engineers regarding the
electrical use when the stations are not operating. I suspect there
will be some “punch list” items to address and some warranted
challenges, but overall, I feel good about where we are in respect to this
$20 plus million-dollar project. We would like to have …

Meeting called to order with roll call at 6:07 PM. In attendance: Peter Egelston (Chair), Kari Moore (Vice
Chair), Lisa Wise (Secretary), and David Marshall (Alternate). Absent: Greg Jackman (Treasurer) and Tara
Treichel (Member).
2. Open Space Plan Online Mapper Discussion
Jamel Torres and Britta Brown from Southern Maine Planning and Development Commission (SMPDC)
joined the meeting virtually to discuss the online mapper that complements the Open Space Plan
adopted earlier this year. SMPDC hosts this map on their GIS account. Eliot can use it for planning and
decision-making related to conservation and open space. Jamel shared his screen and walked through
the online Mapper:

Peter asked if this online mapper can be integrated with the mapping tool on the town’s website. Britta
responded that they cannot be integrated, but they can be used as complementary tools. The Open
Space Plan Mapper includes parcel boundaries and some of the parcel information, though you could
cross-reference to the town mapping tool to get more information about parcels.
