Connie Collins, Special Master for DeSoto County, gave an opening statement regarding the
process governing the hearing and the rules of conduct for the Special Master Hearing.
Ms.Valerie Vicente, DeSoto County Special Maters Attorney was present. Special Master,
Connie Collins called the meeting to order at 11:00 am

The meeting was called to order at 10:00 a.m. by the Vice Chair, who presided
in the absence of the Chair. Roll Call of committee members present: Nadia
Daughtrey - Clerk of Court, David Williams - Property Appraiser, Laura Baker-
Tax Collector (Alternate), Jeff Griffis - Retirees, James Vitali - Sheriff's Office,
Latrinda Jones - Human Resources Director, Melanie Stegall - Brown & Brown,
Cindy Hanson - Brown & Brown, Linda Ennis - Supervisor of Elections
(Alternate).
The committee reviewed the minutes from the May 21st meeting. Motion was
made and seconded to approve the minutes. Motion was carried unanimously.
Insurance Issues - Pediatric Laboratory Claim & Virtual Care Claim
A committee member reported an employee experienced an out-of-network
laboratory charge following an emergency room visit for the employee's child.
Brown & Brown requested that all related billing documentation be submitted for
review and will work with Florida Blue to request in-network consideration due to
the circumstances. Regarding virtual care, the Tax Collector's Office reported an
employee incurred charges after using Teladoc. Brown & Brown explained that
Teladoc was replaced by Florida Blue Virtual Care in January and requested the

process governing the hearing and the rules of conduct for the Special Master Hearing.

Development Update
Updates provided by Sondra Guffey, Misty Servia, Beth Carsten, Daniel Sutphin
Ms. Servia provided a development update. She discussed the Harbor Lakes project,
which is a single-family residential development located off Highway 17, across from
the Walmart Distribution center. The project is currently undergoing review with Fire
and Planning for road circulation and is on schedule. She also discussed data centers
as a major focus for recent work, adding that, currently, the comprehensive plan
does not currently mention data centers as it is a new industry.
Ms. Guffey discussed a recent trip to Loudoun County, Virginia, serving as a County
representative for research on data centers, along with other County representatives.
Loudoun County has approximately 300 data centers.
Ms. Servia also discussed the Moby Dick company. The …

Robert Berntsson, Special Master for DeSoto County, gave an opening statement regarding the
process governing the hearing and the rules of conduct for the Special Master Hearing.
Ms.Valerie Vicente, DeSoto County Special Maters Attorney was present. Special Master
-Robert Berntsson called the meeting to order at 10:00 am.

The meeting was called to order at 10:00 a.m. followed by roll call, with
representatives present from the Tax Collector’s Office, Susan Pooley,
Melanie Stegall and Cyndi Hansen with Brown & Brown, Debbie Wertz,
Supervisor of Elections Office, James Vitali with the Sheriff’s Office,
Latrinda Jones Human Resources Director, Mandy Hines County
Administrator (non-voting member), and County Commissioner Judy
Schaefer. The previous meeting minutes were reviewed, a motion was
made and seconded for approval, and the motion carried unanimously.
During committee discussion of any medical, dental, vision or life
insurance issues, members discussed an employee’s hearing aid
coverage issue, noting that the benefit falls under a separate policy with a
one-time reimbursement of approximately $2,500 that requires the
employee to pay upfront and seek reimbursement afterward. Another
employee experienced difficulties registering and accessing telehealth
services, eventually paying a $50 fee to receive assistance, and Brown &
Brown requested additional information to investigate the matter with

The DeSoto 2050 Comprehensive Plan workshop focused on reviewing the county’s future land
use framework, existing growth patterns, and long-term planning strategies. Representatives
from the Central Florida Regional Planning Council presented data on parcel sizes, land
ownership, environmental overlays, historic resources, and current future land use categories,
explaining how the county’s comprehensive plan directs growth toward areas with existing or
planned infrastructure while preserving agricultural and conservation lands. Discussion also
covered the origin of the county’s “new community” overlay areas, including the 2x4 Ranch and
other large-scale development concepts that were identified during earlier comprehensive plan
updates but never fully developed. Board members and staff discussed the challenge of
