Five Mile River Commission October 22, 2026 Meeting Minutes In attendance: Matt Marion (Chairman) John deRegt (Commissioner) Craig Jung (Commissioner) Peter Anderson (Harbor Superintendent) Absent: Wim Jessup (Commissioner) The Five Mile River Commission commenced its October meeting at the Rowayton Community Center at 6:00 p.m. Chairman Marion requested the Commissioners ratify their prior online approval of the September 2026 meeting minutes and the Commission’s October 20, 2026 letter regarding a proposed seawall for 137 Rowayton Avenue seawall. Commissioner DeRegt so moved, Commissioner Jung seconded, and the Commission’s quorum unanimously approved its September 2026 minutes and October seawall approval letter. The Commission then discussed the purchase of a boat for use by the Harbor Superintendent (HS) and the Commission, and FY 2026 operating results. Next, the Commission and HS discussed the following topics in the Harbor Superintendent’s October 2026 report: (i) 2026 Dockwa business; (ii) harbor use fees received from private dock users in the river; (iii) current access to the town dock and alternative sites for launching dinghies to moorings; (iv) the final results of the 2026 mooring inspections; and (v) an enforcement action involving the improper use of a mooring. The proposed changes were compiled after consulting with a variety of sources including RTM members, Selectmen, Town staff, and Town Counsel. • Mr. Zagrodzky expressed appreciation for the RTM leadership of Moderator Seth Morton, who will be stepping down as Moderator but will continue to serve on the RTM. • Ribbon cutting ceremonies for Hindley, Holmes and Royle Elementary Schools allowed students and staff the opportunity to share their appreciation for successful transformation of their schools. • Great Island usage was discussed by the Board of Selectmen (BOS) at its meeting on October 19, 2026. The Board will be formulating a more detailed policy on usage once the permitting process wraps up with Planning and Zoning. Public engagement will be encouraged.
