Mayor Todd Wiens called the meeting to order at 7:30 P.M. Members present: Councilors Brett
Hanson, Gina Cooper, Michael Turgeon, and Michael Windsperger.
Staff members present: City Administrator Angela Grafstrom; MacKenzie Doering,
Administrative Assistant; Christopher Kennedy, City Attorney; Police Chief Joe Flavin; Rhonda
Ingebritson, Lake Crystal Ambulance Service; and David Paul, Fire Chief
Others present: Josh Williams of WEB Construction, Dana Hlebichuck of Widseth, and
Representative Bjorn Olson
Representative Bjorn Olson
Bjorn Olson addressed the City Council regarding how he could assist the city of Lake Crystal.
He emphasized his willingness to listen to the community's concerns and issues. Bjorn has
previously helped small communities like Vernon Center and Blue Earth secure bonding bills to
support areas in need.

Ambulance Service
Director Ingebritsen informed the council that she and a colleague plan to enroll in a 2-year
paramedic. She would like to transition from a Class B to a Class A service, which offers better
financial prospects. Ingebritsen is concerned that the demands of her position may impact her
success in the paramedic school. She will have to travel for school and will need to find someone
at the administrative level who can assist in alleviating her workload during …
