Commissioner Thurlow, Commissioner Carlson, and Danny Mesalles, Appraiser, served as the
Board of Canvassers for the August 4th, 2026, Primary Election beginning at 8:00 a.m. Veronica
Carmona, Yesenia Summerson and Sierra Urban served as the Provisional Board for the
Election. The Board viewed the zero tape, worked and reviewed 36 Provisional Ballots. Of those
24 Ballots were counted. Kayla Wang, County Clerk reviewed all totals, documents, write ins
and tally sheets with the Board while the Provisional Board ran totals of the 24 ballots that
were processed. The Official Final Results were presented. The Board adjourned the Canvass at
8:50 a.m.
Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo were present at a
regular meeting beginning at 9:00 a.m. The minutes were approved as printed. Accounts
payable in the amount of $87,403.03 were reviewed and approved by the Board. Payroll in the
amount of $141,607.89 was reviewed and approved by the Board. Election Pay in the amount
of $6,980.73 was reviewed and approved by the Board.
Commissioner Thurlow reported that he had attended the monthly Park Board meeting and
stated that the Customer Appreciation Supper was well attended and that they served an
estimated 130 meals. The Park Board approved up to $1,500 to spend on the purchase of speed

Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo were present at a
regular meeting beginning at 8:00 a.m. The minutes were approved as printed.
The Board approved a bill from Cannizzo Lawn Care & Excavating in the amount of $510 for the
mowing of the Courthouse Square and County Health Department two time each in the month
of July.
The Board signed and approved an Event Approval for a Court Services employee to attend a
conference in Mayetta, Kansas.
Jeff Germann, Interim Highway Administrator, and Melissa Goff, Office Manager, met with the
Board to give the weekly report. Mr. Germann presented the weekly report on the projects that
the Department worked on. They installed a Gravel end sign at Indian Rd. & 20th Rd., removed a
tree at Hackberry Rd. & 20th Rd., finished the County chip sealing and then moved to Clifton to
work on the chip seal project for them. They hope to finish this week. The Highway
Department will be providing the traffic control for when Terracon will be pulling their road
samples on Limestone Rd., 19th Rd., and Kiowa Rd. Husker Steel provided a bridge replacement
estimate for a bridge located on Buffalo Rd. between 2nd Rd. & 3rd Rd. in the amount of
$304,648. This bid is for the steel only, and the County would be responsible for the concrete.
Husker Steel would not be able to get to this bridge for approximately one year. After

The Board Reviewed Resolution 2026-10 for a traffic control sign to be placed at the location on Old Flat Mile
immediately North of the intersection with 19th Road, for the traffic that is South bound before turning at the
end of the Road. Commissioner Carlson moved to adopt this Resolution and Commissioner Mayo seconded

Commissioner Mayo made a motion to donate $700 out of the Alcohol Fund to the Wakefield
Birthday Bash. Commissioner Carlson seconded and the motion passed unanimously.
Bob Wietharn, Landowner, joined the meeting.
Jeff Germann, Interim Highway Administrator, and Melissa Goff, Officer Manager, met with the
Board to give the weekly report. Mr. Germann reported that he has been searching for a used
excavator. He has found a couple of used ones that have low hours and is the size that they are
needing to do the job but he has additional question s to ask about each of them. The Highway
Department received a letter from Shilling Construction Co. on the expressed concerns with the
surface on the asphalt work that was done in 2025. Shilling was out to look at the roads and
determined that there is apparently some degradation caused by foreign material (mud) in one
of the aggregates. When the mud breaks down, it leaves a small hole in the surface. Shilling will
be happy to patch the areas that are in question. Mr. Germann reported that they will need to
extend the rock road on Redwood Rd. taking it from dirt to rock north of Broughton Rd. The
Department has approximately 1 ¾ miles of chip sealing left to do for the 2026 year. This would

Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo were present for a
regular meeting beginning at 8:00 a.m. The minutes were approved as printed. Payroll of
$144,557.59, accounts payable of $115,215.45 were reviewed and approved by the Board
Escaped Taxes 2025 Added No. 40 and 41 totaling $1,067.28 were reviewed and approved by
the Board.
Commissioner Mayo made the motion to adopt Resolution 2026-08 placing a stop sign at the
intersection of 9th Street and 19th Road on the east side. Commissioner Carlson seconded, and
the motion passed unanimously.
Randy Gassman of Po tt berg, Gassman & Hoffman conducted the final 2027 budget workshop.
Department budgets, revenues, and expenditures were reviewed. The Board finalized the
budgets for Clay County, Mulberry Rural Fire District, Riverside Drainage District, and Clay
County Rural Highway. The Revenue Neutral Rate and budget hearing were set for August 24,
2026, at 5:30 p.m. The Board unanimously agreed to exceed the Clay County Revenue Neutral
Rate levy of 55.928 mills for the 2027 budget year.
Joe Wietharn and Bob W iethar n joined Jeff Germann , Interim Highway Administration, for the
Road and Bridge report. Joe W ietharn gave an over view of the July 15 meeting with KDOT
District 2 Manager Brent Therstri e p, who emphasized safety as a key factor in future grant
applications. KDOT plans to resurface from the Clay Center City limits go west on Highway 24 to

Commissioner Carlson requested an E xecutive S ession. Commissioner Carlson made a motion to
enter into E xecutive S ession under the non-elected personnel exemption for 10 minutes beginning
at 9:06 a.m. with Commissioner Thurlow, Commissioner Carlson, Commissioner Mayo, and Kayla
W ang, County Clerk, present. The subject discussed was job duties. Commissioner Mayo seconded
the motion, which passed unanimously. Regular session reconvened at 9:16 a.m. with no action
taken.
Commissioner Mayo reported that the City of Clay Center had contacted him regarding the
placement of a four-way stop sign at the intersection of 9th Street and 19th Road. Clay County will
install one stop sign on the east side and the City will install the remaining three. Commissioner
Mayo made the motion to approve the C ounty's participation. Commissioner Carlson seconded and
the motion passed unanimously.
The B oard approved Dr. Timothy Penner to serve as the C ounty's Medical Director until July 2027.
Commissioner Mayo made a motion to appoint Kristen Brownell to the Joint Corrections Advisory
Board . She will replace Matt Weller for the remainder of his unexpired Juvenile and A dult S ervice
terms ending June 30, 2028. Commissioner Carlson seconded and the motion passed unanimously.

Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo were present at a
regular meeting beginning at 8 a.m. The minutes were approved as printed. Payroll in the amount
of $141,982.37 was reviewed and approved by the B oard. Accounts payable in the amount of
$2,088,306.26 was reviewed and approved by the B oard.
Austin Gillard, CEO of the CCMC, met with the B oard to give the monthly report. Mr. Gillard
stated that Dr. W o lters will begin his F amily P ractice at Clay Center Family Physicians on
August 10, 2026. CCMC is still working with the S tate on the agreement for the $2.536 million
grant that they were awarded. This is for the purchase of a DaVinci R obotic S urgical S ystem.
CCMC is looking forward to the arrival of the two new general surgeons that are employees of
the S urgical A ssociates. They will each be on site one day a week at CCMC. Mr. Gillard stated
that they are short on parking spaces for employees. They are looking into a design that would
provide 26 additional parking spaces in the triangle west of the M edical C enter. Dr. John Kell e y
will be retiring at the end of July, and Dr. Hein will be taking over as the E mergency R oom
Me dical D irector. They are currently doing a small construction project in the basement for the
IT department. Each IT Tech will have a small office of their own. CCMC is applying for a
health grant that will employ two community health workers for five years.

Bob W ie th a rn and Joe W ie th a rn, landowners, met with the Board to discuss the recent
state review of the grant application for the asphalt project . Schwab Eaton
representatives also attended. The meeting was recorded if the Board would like to
listen to the review. Mr. W ie th a rn stated future applications need a stronger title and a
detailed narrative, noting the narrative is a critical part of the application process. He
reported most successful applicants had applied multiple times. Support letters from the
current application can be reused for the fall application cycle. Of the $32 million
available during the spring application period, 47 applications were submitted and 6
were awarded. Mr. W ie th a rn requested that the Board be determining the county ’s
financial contribution for the fall application.
Kayla Wang, County Clerk, presented the proposed 2027 budgets for the County Clerk

Clay County Commissioners met in regular session on June 22, 2026, at 8:00 a.m. Present were
Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo. The minutes were
approved as printed. Payroll in the amount of $142,201.29 was reviewed and approved by the
Board .
Commissioner Thurlow presented a map of the streets at Clay County Park regarding a request
from Mr. Arnold , Park Manager, to lay one additional street with asphalt a t an estimated cost of
$49,000. This would complete the asphalt project at the park. The Board approved moving
forward pending the Park Board s approval.
Gail Hauserman, landowner, and Brady Hedstrom, BG Consultants, met with the Board
regarding right-of-way acquisition for the upcoming Broughton Road bridge project. The right-
of-way includes both permanent and temporary easements, with temporary easement rights
returning after 12 months. Jeff Germann joined the meeting. Following discussion,
Commissioner Mayo offered $350 to Mr. Hauserman for the small section of ground that they
would use as the right- of -way . Commissioner Carlson made the motion to pay Mr. Hauserman
$350 for the right-of-way and compensate the remaining two landowners at the same formula
rate of $5,645.16 per acre for each of the right- of -ways purchased. Commissioner Mayo
seconded and the motion passed unanimously.

The Clay County Board of Commissioners met in a regular session on Monday, June
15, 2026, beginning at 8:00 a.m. Present were Commissioner Thurlow , Commissioner
Carlson, and Commissioner Mayo.
Commissioner Carlson requested that the wording on page 2 of the previous week ’s
minutes be changed. The minutes were then approved as corrected.
Jury pay in the amount of $876.40 was reviewed and approved by the Board.
Accounts payable in the amount of $81,047.99 were reviewed and approved by the
Board.
Bob W iet h a rn, landowner, met with the Board to discuss plans for Kiowa Road in front of
his business, following notification that the county was not awarded the grant for the
project. Mr. W ie th a rn stated he would be willing to pay 50% of the project cost, with the
county paying the remaining 50%, up to a maximum total project cost of $1 million, or
$500,000 per party. The grant program will reopen this fall, and an engineer
experienced with this type of grant application will need to be engaged. The State will
provide a review regarding the unsuccessful grant application so the county can better
prepare a new submission. The county, the Wietharns and state officials will all be
invited to the review meeting, though no date has been scheduled. Mr. W ie th a rn stated
that before any improvements can be made, roadside ditches must be cleaned out as

Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo were present at a
regular meeting beginning at 8:00 a.m. The minutes were approved as printed. Payroll in the
amount of $147,793.13 was reviewed and approved by the Board.
Ryan West, County Maintenance, met with the Board to discuss the flooding that happened at
the handicap door in the basement last week with one of the hard rains that we had. The sump
pump out in the yard turned on but did not keep the amount of water away from the door. Mr.
West suggested possibly installing a second pump or move the pop -up spout further out into
the yard so that the water doesn ’t all drain back towards the ramp and door. The Board asked
Mr. West to research the issue and to report back to them at a later date.
Commissioner Carlson asked to go into Executive Session. Commissioner Carlson made the
motion to go into Executive Session under the Non-Elected Personnel Exception for 10 minutes
beginning at 8:09 a.m. with Commissioner Thurlow, Commissioner Carlson, Commissioner
Mayo, Kayla Wang, County Clerk present. The subject to be discussed is employee job
performance. Commissioner Mayo seconded and the motion passed unanimously. The regular
meeting reconvened at 8:19 a.m. with no action being taken during the session.

Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo were present at a
regular meeting beginning at 8:00 a.m. The minutes were approved as printed. Account
payables in the amount of $803,338.12 were reviewed and approved by the Board.
Bobby Shomper, Highway Administrator, met with the Board to give the weekly report. Last
week the Department bladed roads, mowed roadsides, the employees did lots of work in the
shop, moved equipment to start the chip seal project this week, and re-planked the bridge on
Parallel Rd. west of Vining. The new bridge on Utah Rd has been inspected and no weight limit
at this time. The CDL Class is going well with the three new County employees. Mr. Shomper
stated that he has been asked if Clay County would be willing to provide CDL training for other
Counties or entities at a set cost. The Board instructed Mr. Shomper to research the cost of
putting on a class and if he would have the time to do it. Mr. Shomper informed the Board that
they have found the roof leak at the County shop. They should be able to fix it themselves and
the Board instructed Mr. Shomper to have Ryan West, County Maintenance, help with the
repairs. The Board granted permission for the purchase of materials to fix the roof leak. Mr.
Shomper reported that the Blue Kenworth semi has been taken to Salina for the exact same
issues that cost $25,000 in repairs approximately 3 years ago and if this is going to cost the

Commissioner Thurlow, Commissioner Carlson, and Commissioner Mayo were present at a regular
meeting beginning at 8:00 a.m. The minutes were approved as printed. Payroll in the amount of
$137,426.76 was reviewed and approved by the Board.
Mike Argo, Fair Board President and Robert Knitter, Fair Board Member, met with the Board to discuss
the drainage on the new asphalt parking lot. Mr. Argo stated that the drainage is better but still is not
completely fixed. There are still a few areas that continue to hold water and do not drain correctly . The
Board would like to have a Shilling Representative come and discuss this issue in a Board meeting so
everyone knows what the plan for correcting the issue will be. Mr. Argo reported that the invoice for
the new lights at the race track has been received in the amount of $39,742.54. The Board approved
the payment to be made to Track Signals so that the supplies can be ordered and installed.
Bobby Shomper, Highway Administrator, met with the Board to give the weekly report. Several
employees did road checks looking for damage from the Monday night storms. Last week the
Department bladed roads, finished installing the guard rail on the new bridge on Utah Rd., hauled rock
to several locations, fixed two culverts on Utah Rd., picked up the tank car from Washington County,
provided blade training for the new employees, and the CDL training will begin soon. The plan is to

Abatement 2025A53 in the amount of $15.64 was reviewed and approved by the Board.
Bobby Shomper, Highway Administrator, met with the Board to give the weekly report. Mr.
Shomper informed the Board that they plan to move the chip sealing project to June 1 st because
of all of the rain and storms that ha ve been happening. A letter was received from the
Department of the Army U.S. Corps of Engineers contain ing an approved jurisdictional
determination for the site project. This information will be provided to the County Attorney to
draft a letter for the down stream landowners to sign. The Board questioned Mr. Shomper on a
loader repair bill in the amount of $12,924.07 that they received and had not been told any
information concerning this repair. The Board had previously given Mr. Shomper a $5,000 limit
on repairs without prior approval from them and this is way over his limit. Commissioner
Carlson stated that he gets asked a lot of questions from the public and when he doesn ’t know
anything about it, he cannot tell them what is going on if he hasn ’t been informed. T he

The Board received a request from Ron Rose asking permission to use the Clay County Park
Restrooms in Wakefield on May 30 th for a Disc Golf Tournament. The organization would be
willing to pay a fee for the one-day use of the facility. Commissioner Thurlow stated that he
would be attending the Clay County Park Board Meeting on Tuesday evening and he would take
this request to them for a decision. The Board of Commissioners have no issue with allowing
them to use the facility for the day of the tournament.
Mike Argo, Fair Board President, met with the Board to report th at he had visited with the Clay
Center Public Utilities about replacing several light poles around the race track at the Fair
Grounds. Public Utilities are willing to install the poles at no cost to the County if the County will
purchase the poles from them. An estimate was received from Track Signals , Minneapolis for
LED light s and fixtures to be placed on the poles in the amount of $39,742.54. Commissioner
Mayo made the motion to proceed with the lighting project and to allow expenditures up to

Ryan West, County Maintenance, met with the Board to present bids for the replacement of
both panel electrical boxes on the west side of the Courthouse Square. The bids were received
as follows: Althiser Electric - $2,312.56
JP Electric - $2,720.58
Commissioner Mayo made the motion to accept the bid from Althiser Electric in the amount of
$2,312.56 for the replacement of two electrical boxes on the west side of the Courthouse. This
will be paid for out of the Courthouse Maintenance Fund. Commissioner Carlson seconded and
the motion passed unanimously. Commissioner Thurlow asked Mr. West to look at the bench
on the south side of the Courthouse to see if it was repairable. The Board asked Mr. West to
contact Champlin Tire Recycling, Inc. out of Concordia and get the price of a bench made from
recycled tires and to return with the information.
Austin Gillard, CEO CCMC, met with the Board to give the monthly report. Mr. Gillard reported
that the Medical Center was doing well so far this year. Radiology has hit a record on scans and
are looking into expanding the MRI service to Saturday. They would only do MRI ’s and this
