Paragould City Council met in a regular session on Monday, August 10, 2026, at 6:00
p.m. in the Council Room of City Hall, with Mayor Agee presiding.
The invocation was led by Council Member Jared Pickney.
The meeting was called to order, followed by the Pledge of Allegiance.
Those present were Susan Wooldridge, Neal Adams, Pat Austin, Brad Baine, Jackie
Branch, Jared Pickney, Tim Roswell, and Dustin Rumsey.
City Attorney Robert Thompson and City Clerk Kylie Reynolds were also present.
Council Member Rumsey moved to approve the minutes from the previous council
meeting, held on July 27, 2026, as transcribed; seconded by Council Member Wooldridge. All in

Council Member Branch moved to approve the July 2026 financial statements as
presented; seconded by Council Member Austin. All in favor.
REPORTS FROM BOARDS AND STANDING COMMITTEES:
Finance - A committee of the whole met at 5:15 p.m. on Monday, August
10, 2026, for a mid-year budget review. Council Member Adams
stated that total income is $38,494.90 over budget and total
expenses are $117,418.85 under budget. The total General Fund
balance is $7,017,907.32, and the total Street Fund balance is
$7,232,984.08. The Street Fund revenue is $397.308.07 under
budget, but expenses are $594,769.82 under budget, so they
should even out by the end of the year. Sales tax revenue is up 5%
at $12,468,028.96. A motion was made and approved to transfer
$196,058.23 from the EDC fund to the General …

drainage budget. The committee voted to recommend the
low bid to the council. Motion made by Council Member
Adams to accept the low bid; seconded by Council Member

Paragould City Council met in a regular session on Monday, March 9, 2026, at 6:00 p.m.

and Cadence Bank at 4.47% each for 24 months with a
buyback total of $750,000. The committee voted to accept
