Good evening. Everyone would like to call our city Council meeting order. We apologize for the delay. The city Council had, uh, uh, closed session that ran over, so we apologize for that. Thank you. Those who are joining us press your way here tonight to join us in the audience, those who are joining us remotely. We thank you as well. Uh, at this time, as with every meeting, we start with the invocation. We have, uh, pastor routing. Uh, uh, Mark Roden from Savannah Missionary Baptist Church and the routing World Ministries, uh, is coming forward. If we could please stand for the prayer immediately following the Pledge of Allegiance. Pastor, pastor, pastor. Let us pray. Eternal GOD, our father, we are grateful for this time of gathering together. We honor you on tonight and we thank you for your grace and for your mercy. And I pray GOD over our city Council, our mayor, the city manager and staff. I pray over every citizen here in Fayetteville area. Father, we know that we are living in some challenging days and some tough decisions have to be made. I m reminded of your servant David, who went through many challenges, but he reminds us in the fourth Psalm, the fourth verse, and said that it s okay to get angry, but let not our anger calls us to sin. He went on to say, and just let us ponder these things in our heart. So I pray for a calm spirit over all of us, and i pray for a spirit of discernment for our city leaders that they will make decisions that will be for the betterme …

Hello, I'm Eric Hurley with police department traffic unit. We don't write tickets to raise money. We write tickets to change behavior. Speed was a primary factor in more than 60% of the 28 fatal crashes we investigated last year. Every stop we make might be the one that prevents the next death. I'd rather give you a citation than tell your loved one you're never coming home. I'm detective to deal with the fatal police department's traffic unit. As a crash reconstructionist, I don't guess what happened. I prove it. We measure, photograph, and digitally rebuild each fatal scene. Millisecond by millisecond. Speed is the most common factor we find in deadly crashes. I've seen cars split in half just because someone was in a hurry. These aren't freak accidents. Their choices. And every choice has a consequence. If you see blue lights in 2026, expect a citation. If we see this scene again, someone didn't listen. Your speed, your choice, your consequence. Speed kills. Respect the limit. The multi-lane roundabout is designed to safely handle more traffic at busier crossroads and allow more vehicles to pass through the circular intersection at the same time. Navigating a multi-lane roundabout is simple once you understand what the signs and pavement markings mean as you approach the intersection, the signs and roadway markings will guide you into which lane you should use before entering the roundabout. Typically, the outer lane is for drivers who want to exit at the first or second …

And then the recommended path forward. So, as Jim was, was saying, and some of you MAY recall, um, about a year ago, in AUGUST of 2025, um, we had presented, um, this scope that we ve, you know, largely completed here to develop a 15% preliminary design for the Cross Creek channel improvements. So this originated with the Cross Creek Watershed Master plan, where we evaluated flooding along Cross Creek and high level evaluation of potential options. And then the what you re seeing here today originate from that master plan, but has been advanced to complete the 50%, 15% design. Specifically, we re going to be focusing on a brief project background, some key findings, and then the recommended path forwar …

So those sites, we have cameras out there, and we are actively trying to prevent those sites from ever becoming a major issue in the city again. Before any cleanup begins, Peyton says the team conducts But the real, I guess, concerned about why some of these questions are not here. Um, came up even this morning with some of the staff members, and we were going over the presentation. Um, are we willing to go to a completely cashless system? Remember, that was one of the emails that came to us. Was it two weeks ago, mayor, from a lady who wanted to be able to pay by cash. And it was like, how many of you go to any place and you pay with parking by cash? But I m not mistaken that Brian, it was a cash. It was a cash issue. Or when it came time to appeal, she had already been through the appeal process and was not happy with that. And so what tonight is and we can delay this, and we d be happy to come back with more information for council if you d like. It s really just a a recommendation on the parking operator. All of the firms, particularly p2, um, staff believes have the requisite knowledge and experience in North Carolina managing these types of systems …

You would. All right. Okay. How about now? Okay. All right. I won t touch it. So lots of different things that we would work directly with the developer, the contractors, a lot of the big companies that we re seeing, like Amazon or another blue chip, they re going to have a lot of independent consultants and engineers that are going to work with them. Uh, you know, Companies that are familiar with North Carolina regulations. Uh, we see do a lot of work to submit applications for permits, which we highly encourage. Um, we if you are able to have a direct conversation with the developer, that s one of the first things that we would say is, you know, suggest that they get somebody that knows North Carolina, that knows deq, that knows our regulations and that know our permitting staff. Um, particularly folks at the Fayetteville Regional Office, air Quality Division, or in the Raleigh Central office, if it s a higher level permit, like a title five or something like that. For a lot of engines. Um, another thing that we can see is that a lot of times people will try to take and avoidance. We call that sort of set their emissions at a cap that prevents a higher level of permitting. Sometimes you ll call that a synthetic minor. Sometimes you ll call that, uh, any number of things. But it s essentially saying, I m going to put in some scrubbers or I m going to set my hours at a limited number so I m not crossing over and emitting certain chemicals and particulate into the air that are …
