MINUTES OF THE BUNCOMBE COUNTY BOARD OF COMMISSIONERS’
BRIEFING MEETING OF AUGUST 4, 2026.
BE IT REMEMBERED: That the Board of Commissioners met to hold a Briefing Meeting on
August 4, 2026, in the First Floor Conference room at 200 College Street in downtown
Asheville, North Carolina at 3:00 p.m.
Present: Chair Amanda Edwards; Vice-Chair Martin Moore; Commissioner Terri Wells,
Commissioner Al Whitesides; Commissioner Parker Sloan; Commissioner Jennifer
Horton; Commissioner Drew Ball.
The following items were reviewed.
1. Resolution in Support of Lennie's Law
Commissioner Ball provided background information. He explained that we rate high per capita
for bicycle crashes. Other municipalities have passed resolutions in support of bicycle safety.
There was safety was a discussion as to why this resolution is important. It was suggested that
they revisit the road safety discussion at least once a year. The Commissioner’s agreed to add
the resolution to the August 4, 2026, meeting agenda for approval.
2. Enka Heritage Trail Update
Allison Dains, The Parks & Recreation Director provided an update on the Enka Heritage Trail
(EHT), a component of the larger Enka Recreation Destination project that has been underway
since 2019. She further explained that although feasibility studies and a 25% design have been
completed, the project was paused in 2024 due to the landowner’s unwillingness to agree to

BE IT REMEMBERED: That the Board of Commissioners met to hold a Briefing Meeting
on April 1, 2025, in the Commission Chamber at 200 College Street in downtown Asheville,
North Carolina at 3:00 p.m.
Present: Commissioner Terri Wells, Commissioner Al Whitesides; Commissioner Parker
Sloan; Commissioner Jennifer Horton; Commissioner Drew Ball.

BRIEFING MEETING OF MAY 5, 2026.
BE IT REMEMBERED: That the Board of Commissioners met to hold a Briefing Meeting on May
5, 2026, in the 1st floor conference room at 200 College Street in downtown Asheville, North
Carolina at 3:00 p.m.
Present: Chair Amanda Edwards; Commissioner Terri Wells, Commissioner Al
Whitesides; Commissioner Drew Ball; and Commissioner Jennifer Horton;

1. Resolution asking HCA CEO to Engage Directly with Stakeholders in WNC

resolution urges HCA CEO Sam Hazen to come to Western North Carolina and directly address
ongoing concerns about deteriorating conditions, staffing shortages, and repeated federal
citations at Mission Health facilities. It states that HCA’s management has harmed Mission’s

community stakeholders.

MINUTES OF THE BUNCOMBE COUNTY BOARD OF COMMISSIONERS’
BRIEFING MEETING OF MARCH 5, 2026.
BE IT REMEMBERED: That the Board of Commissioners met to hold a Briefing Meeting on
March 5, 2026, in the Chamber at 200 College Street in downtown Asheville, North Carolina at
3:00 p.m.
Present: Chair Amanda Edwards; Commissioner Terri Wells, Commissioner Al
Whitesides; Commissioner Parker Sloan; Commissioner Drew Ball.
Absent: Vice-Chair Martin Moore and Commissioner Jennifer Horton.
The following updates were reviewed and discussed:
1. 2026 Limited Obligation Bonds
Melissa Moore, Finance Director, provided an update on the planned 2026 Limited
Obligation Bonds (LOBs) issuance, including projected cost-of-capital impacts on the General
Fund. The presentation outlined upcoming debt issuances, including $62 million in FY26 LOBs,
$36 million in FY26 general obligation bonds, and additional LOB and GO issuances planned for
FY28. The Board was informed that the not-to-exceed amount for the 2026 LOBs issuance was
set at $145 million, which included $47 million in reimbursements and actions related to the
2015 and 2026 Deeds of Trust. Project allocations were detailed for Buncombe County Schools,
Asheville City Schools, and County facilities, along with closing costs and refunding

The following updates were reviewed and discussed:
1. Reappraisal Update
Eric Cregger, Land Assessor, provided the update. He explained that it initiates
implementation of recommendations from both the Ad Hoc Reappraisal Committee and
the Keene Study. Updates include increased staffing, enhanced sales validation,
improvements to property classifications, expanded modeling tools, and technical
upgrades to the CAMA system to modernize land valuation practices. The reappraisal
includes a comprehensive review of land values, building enhancements with specialized
attention to luxury and modest properties, and improvements to the Schedule of Values to
ensure more accurate quality grading. Staff also outlined expanded outreach efforts,
including community meetings, advertising, a mobile-friendly appeals site, and appeal
clinics to assist property owners.
