Pursuant to Statutory Provisions, the Board of Blaine County Commissioners (BCC) met this
day at1:30 p.m. Present were Chair Angenie McCleary; Vice-Chair Lindsay Mollineaux; and
Commissioner Muffy Davis; Assessor Jim Williams and Chief Deputy Assessor Melissa Fry;
Appraisers Brooks Neely, Erin Swanson, Maria Casas, and Gretchen Stinnett; Elections
Supervisor Hayleigh Simpson; Deputy Clerk-Auditor-Recorder Roxy Ruiz, and Appellant Russ
Baker.
Chair McCleary called the meeting to order at 1:30 p.m.
BOARD OF EQUALIZATION (BOE) PROPERTY ASSESSMENT APPEALS
Mollineaux moved, seconded by Davis, to convene as the Board of Equalization. Motion
passed unanimously.
Chair McCleary advised each appellant that this appeal is of property valuation, not property
taxes. The appraisal is based on information and market sales to January 1, 2026. No sales
information in 2026 can be considered. According to Idaho law, the Assessor’s valuation is
presumed to be correct unless the appellant presents a preponderance of evidence that the
Assessment is incorrect.
Each applicant is given the opportunity to present their appeal, followed by questions from staff
and the BOE Commissioners. The Assessor will explain how they …

I. Consideration of an Application request by The Wood River Land Trust for a southern
expansion of Howard Preserve. The Application proposes Bellevue Townsite, Block 96, Lot
1A, for land acquisition and easement acquisition of 0.55 acres to provide additional access
to the Howard Preserve. WRLT requests $222,222 (or 67% of total project cost of $333,000).
II. Consideration of a Pre-Application request by South Valley Ground Water District to
fallow agricultural lands to maintain minimum flow of 32 cfs in the Little Wood River at
IDWR Station 10 in compliance with the Big Wood Ground Water Management Plan by
purchasing storage water from the Little Wood Reservoir and by working with Silver
Creek and Little Wood senior water rights holders to identify and fund the most beneficial
non-diversion agreements. SVGWD requests $150,000 (or 50% of total project cost of
$300,000).
