I think we can start the meeting. Good evening, everyone, and welcome. Full house. That makes us very happy because we know that you care about your city, your voice matters, and we are glad to hear from you. Before even I go to the roll call, I wanted to give you all a heads up. It seems we are near 50, 5-0 people for public hearing comments. Therefore, we are going to have a vote before the public hearing starts. At the moment, we know exactly how many people we have. To reduce the time, we have a lot of content to cover. We want to hear as many as you are here, so we probably reduce the public comment of you to two minutes or one minute and a half. I am giving you a heads up warning to adjust that time if you were thinking. It is three minutes. It is a time to reduce your comments to two minutes or one and a half minutes. Again, the goal is to give to as many people as possible an opportunity to address us. Also, we need to complete all businesses on the agenda this evening. Thank you for your understanding. With that, City Clerk, are you ready for the roll call, please? Yes, thank you. Mayor Malakoutian? Here. Deputy Mayor Hamilton? Here. Council Member Barkley? Here. Council Member Breyer? Thank you for being here to engage in the work of our city. The council is returning from its annual summer recess. We have a lot of work to do as we consider a wide range of issues, including the adoption of our biennial budget later this year. Your guidance and input are key to the work of the city, and we appreciate all of you joining us. Before we continue with tonight's meeting, I'd like to take a moment to recognize that Friday marks 25 years since the World Trade Center attacks of September 11, 2001. For those of us who remember that day, 25 years ago can also seem like yesterday. We remember where we were. We remember the images and the uncertainty. And above all, we remember the nearly 3,000 whose lives were taken and the extraordinary courage of the first responders and ordinary people who ran toward danger to help others. A quarter century later, a generation has grown up with no memory of September 11 itself. That makes our collective responsibility to remember and retain that history even more important. We honor those we lost not only by remembering the tragedy, but by remembering what followed. Americans helping neighbors, strangers caring for one another, and communities coming together in a spirit of service, courage, and shared purpose. Those moments reflected some of the very best of our country, our resilience, our compassion, and our belief that even in the face of terrible loss, we stand together. As we approach this anniversary, I hope each of us will t …

This fourth meeting of the Bellevue City Council. Good evening and welcome. Thank you for being here and for participating in the work of the city. Before we get to our agenda, I want to start by noting that over the weekend in Spokane, three fires forced 65,000 people to evacuate and more than 700 homes were destroyed. We are heartbroken for those who have lost so much, many only able to escape with the clothes they wore and whatever was in their car at the time. The scale of loss is immense and our thoughts are with every Washingtonian facing the trauma and displacement and uncertainty. That said, no lives were lost and that is a testament to emergency responders and protocols for evacuation. And in the face of this tragedy, I think we are all inspired by the resilience and compassion that define communities in our state. We have seen neighbors, first responders, and volunteers come together to offer shelter, food, and more. If there is one other thing we should all take away today, remember that we are still early in the summer and conditions are likely to get worse. Please be vigilant and very careful with any spark or flame and follow the statewide burn ban in effect. We are witnessing the incredible scale of damage and destruction that can be caused by these fires. You are a part of protecting our communities. Be safe and smart. Thank you. Additionally, as you can see, we are missing some folks on the dais this evening. The mayor is unable to join us in person. However, …

We can call the meeting in order. And before we start the business of the meeting today, I would like to ask that we take a moment to address the tragic gun violence over the weekend at the Bight of Seattle event. Three people lost their lives, and at least four more were injured, including a toddler. This is an upsetting, unnecessarily an unacceptable tragedy that has forever altered the lives of many and created fear at a beloved regional event attended by hundreds of thousands, including many from right here in our own community. I would like to offer a moment of silence for the victims and their loved ones. Thank you for doing that with us. Our hearts and thoughts are with everyone affected by this weekend's events. I continue to have hope that we can work together to create a future where this type of strategy is not longer part of our lives . And now I'm going to welcome you all for being here and for taking the time to engage in the work of our city. We are glad to hear from you. With that, City Claire, are you ready for the roll call? Thank you. Mayor Malakutian? Here. Deputy Mayor Hamilton? Here. Council Member Bhargava? Here. Council Member Breyer? Council Member Nguyenhaus? Council Member Robinson? Council Member Summa Jaworia? Music playing. City Clerk, are there any speakers signed up for the oral communication? Yes, Mayor, thank you. This evening we have reached the limit of 10 pre-registered speakers for oral comms. Before I start calling names, I will just mention that the Council does appreciate members of the public engaging and contributing their perspective and supports everyone's rights to express themselves. However, comments shared during oral communications are those of the speakers and do not necessarily reflect the views or values of the council or the city. So a few of the rules for tonight, the total time for oral communications is for a period of not more than 30 minutes and all topics must relate to City of Bellevue government. People speaking to items on tonight's agenda will be called first and then, if time remains, people speaking to items not on the agenda will be called. In both of those categories, the presiding officer is authorized to give preference to those who have not spoken to council within the last 60 days. Or who will be speaking to items that will come in front of the council within the next 60 days. Each speaker will be allowed to speak for up to three minutes and only a total of three speakers will be allowed to speak to any one side of a particular topic.
