Tuesday, July 14, 2026, at 6:00 PM
Pursuant to the Freedom of Information Act, the news media was notified, and notice was posted 24 hours
prior to the meeting.
Attendees: Chairman Houston, Councilmen Kenner, Hogg, Alexander, Cruz, Buckmon and
Hooper; Administrator Riley, Ron Still, Mayor, Mike Grubbs, Building Inspector, Mayor Still, City
of Barnwell, Attorney Kim Wunder, and Clerk Barbara Kearse.
Councilman Houston called the meeting to order at 6:00 PM. Invocation and Pledge of Allegiance
led by Councilman Alexander. Chairman declared a quorum. Motion by Councilman Hooper to
approve the agenda, seconded by Councilman Cruz. The motion carried.
Minutes for the following meetings were approved. May 7, 2026, Barnwell County Special Called
Meeting (GRC); June 9, 2026, Special Called Workshop; June 9, 2926, Executive Session Minutes;
June 9, 2026, Regular Council Meeting Minutes; June 24, 2026, Special Called Meeting,
Correction — Walking trail is less than | mile, not 29 miles long; and, June 24, 2026, Special Called
Meeting (GRC) Correction — the four employees did become Barnwell County employees, Motion
by Councilman Hooper and seconded by Councilman Kenner to accept all sets of minutes
with noted corrections. Motion carried.

Subject: Discussion of the Barnwell County Senior Center Audits and Finance.

Maria Williams and Recreation Director Hilary Hindman
Approval of the agenda: Council Chairman Freddie Houston and Councilman Kenner.
Ms. Hindman gave the balance on the Center, $21,274 in checking and $1192.52 in savings.
Approval has been granted to pay Mary Dell Hayes $5000 for shutdown operations, $1800 to
Walls Landscaping and $150 to Computer Solutions.
Ms. Hindman requested to purchase paint and window shades for the interior of the
building, replacing the front door and putting up a new Gayle Reyes sign. All is approved
upon the review of the Administrator.
Ms. Hindman will be looking at a bus in Columbia for the possibility of purchase. $3000 with
125,000 miles.
The Board approved $500 for each of the four employees due to missing pay during
transitioning over as County employees.
Audits to the IRS for GU are due. Ms. Williams and Ms. Hindman are not able to work on it
because the County does not have the Server with QuickBooks containing employee
records. Mr. Riley is looking into it and may involve the Sheriff's department.
Need a Dissolution Certificate for GU Board disbanding back in March 2026.

Cochran have been working closely together to bring the plans to this point. Mr. Filo wanted to
present an update to Council on the plans for the Amphitheater in Barnwell County.
Mr. Filo introduced himself as the Project Manager with Ardurra. He’s been working on this
project for close to two years. The presentation today views what are called “Construction
Drawings”. They contain all the details required to bring the project to the permitting stage and
start construction. The Master plan has been completed. Mr. Filo elaborated on the details of the
layout.

Sales tax in 2024 General Election. The voters approved a list of projects. The top priority was
the replacement of the Barnwell Animal Shelter. This is a great opportunity for Barnwell County
with this agreement. Ms. Scott and the other representatives of the Animal Advocates were very
generous. The product of this negotiation is the generation of two documents that are ready for
Council’s approval should Council decide to approve them. The purpose of this meeting is a
Workshop, which is a formal environment to discuss. The agenda is not ready to approve the
agreement at this workshop. The approval will come during the Council meeting. The first
agreement is the agreement to purchase the land. Ms. Scott and the Animal Advocates have been
working with an architect and have plans to build a second facility on the same property. This is a

Chairman Houston called the meeting to order at 5:00 PM. Invocation and Pledge of Allegiance was
led by Councilman Kenner. A quorum was declared by Chairman Houston. The agenda was approved.
Chairman Houston turned the meeting over to Administrator Riley to provide updates on the budget
status. Administrator Riley distributed handouts and pointed out specifics of the budget. Administrator
pointed out a change, the chart shows $1.418; however, that number has changed and should read
1.09M, if we do mileage increase. With specific reappropriations, we can get around $800K of needing
that much for the fund balance.
We need to look into working on the building permit fees, which have not been adjusted in several
years. Surrounding counties are charging a good bit more than Barnwell County. Since April 6, 2026,
the County has received 60+ building permits. On Landfill fees, Three Rivers is going up so we should
perhaps look at the Landfill fees.
