CITY OF ATHENS.
The City Council of the City of Athens, Alabama met in regular session at the Athens Municipal
Building, 200 Hobbs Street West, Athens, Alabama, on August 10, 2026 at 4:30 p.m. The meeting was
called to order by Council President Chris Seibert. Upon roll call, the following were found to be present:
Councilmembers Chris Seibert, Dana Henry, Allen Creasy, James Lucas, and Amy Golden. Annette
Barnes-Threet, City Clerk, was present and recorded the minutes of the meeting. Councilwoman Golden
offered the invocation. Mayor Marks led the Pledge of Allegiance. Council President Seibert stated that a
quorum was present and that the meeting was open for transaction of business.
Council President Seibert stated that the Minutes of the July 27, 2026 City Council Meeting and Work
Session Meeting had been submitted for approval. Councilman Creasy moved that the reading of the
Minutes be suspended and that the Minutes be approved as recorded. The motion was seconded by
Councilman Lucas and was unanimously carried.
Mayor Marks recognized the Athens Parks and Recreation 8U Baseball and Softball Champions and
provided an update on the Strain Road Project.
Shane Black, City Attorney, offered his congratulations to the 8U Baseball and Softball Champions.

I. Call to Order. The Planning Commission of the City of Athens, Alabama, met in regular
session at 5:30 p.m. on July 21, 2026, in the City Council Chambers in the Athens City
Hall, after a 5:00 p.m. work session to discuss the cases.
Il. Roll Call. The Commission members present were Rick Johnson, Chairman, Chief James
Hand, Brad Mallette, Anna Clem, and Rhonda Weatherford. Also, present were Erin
Tidwell, City Planner, Paige Parker, Senior Planner, Ashlyn Russell, Administrative
Coordinator, and Brandon Camp, Civil Engineer.
APPROVAL OF MINUTES.
Ill. Resolution. Chief Hand offered the following resolution and moved its adoption:
“BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
ATHENS, ALABAMA, to approve the minutes for the regular meeting of June
16, 2026 as recorded.”
Mr. Mallette seconded the motion and the vote was unanimous of the voting members
present.

IV. Public Hearing. A public hearing was opened by Mr. Johnson to consider for
recommendation to the City Council the request of Morell Engineering (0/b/o Heath
Baugher) to Annex +/- 4.66 acres of property located directly west of Edgewood Rd and
approximately 2,300’ south of Sewell Rd, into the city limits and zone the property R-1-1
(Low Density Single Family Residential), Parcel #: 07 09 30 0 000 003.024.

Call to Order. The Historic Preservation Commission of the City of Athens, Alabama met in
regular session in the Council Chambers at Athens City Hall. 200 Hobbs Street W, Athens,

Roll Call. The Commission members present were Wayne Kuykendull, Chairman, Frank Crafts,

PLANNING COMMISSION MEETING MINUTES MAY 19, 2026
The Planning Commission of the City of Athens, Alabama met in regular session in the City
Council Chambers on May 19, 2026 at 5:30 PM, after a short work session. The meeting was
called to order by Rick Johnson.
Commission members present at the meeting included Rick Johnson, Rod Herron, Shirley
Fletcher, Councilwoman Dana Henry, Rhonda Weatherford, and Anna Clem. Also present were
City staff members Erin Tidwell, City Planner, Paige Parker, Senior Planner, Jackson Miller, GIS
Coordinator, Brandon Camp, Civil Engineer, David Maher, Assistant Director Water Services,
and Stacy Dowden, Public Works Director.
Mr. Johnson opened the meeting by introducing the members of the Commission and City staff.
Mr. Johnson then stated that the minutes for the April 21, 2026 Planning Commission meeting
had been submitted for approval.
Rhonda Weatherford offered the following resolution and moved its adoption:
“BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
ATHENS, ALABAMA, that the minutes for the April 21, 2026 meeting be approved.”
Rod Herron seconded the motion, and the vote was unanimous of the voting members present.
