Allen County Highway Director Bill Hartman explained that a concrete box culvert 200 feet east of the St.
Mary River Bridge on the South County Line Road needed constructed to handle water runoff which
often overtops the roadway. Seven bids were received with the lowest responsive bid from API
Construction. That bid was over $58,000 under the engineer’s estimate of $198,807.50. It is possible
that a project to raise the roadway level may be undertaken later.

Drainage Board to hold public hearings on vacating five drains
The Allen County Drainage Board will hold public hearings on petitions to vacate five drains (Concord Place, Stillwater Place, Tartan's Glen, Wedgewood Place, and Wyndemere) and will consider multiple encroachment requests, new drain establishments, and assessment certifications. The board will also review a change order for the Wetzel Drain Reconstruction and a damages request from the Hoffman Family Estate.

control. The Newell bid was the lowest of three received and was well under the engineer's estimate of
$121,100.00.

The Allen County Redevelopment Commission unanimously approved a resolution terminating its jurisdiction over the Bandalier and CASAD East allocation areas in New Haven, transferring unencumbered funds totaling $1,856,637.71 to the New Haven Redevelopment Commission. The Board of Commissioners approved the unification of four existing fire districts plus East Central Fire Territory into the Allen County Fire & EMS District, and renamed the Northeast Allen County Fire Protection District accordingly. Commissioner Ronald W. Turpin was present; Commissioner Therese M. Brown was absent.

3.a. Consideration of the minutes of June 26, 2026, legislative session.
Ronald Turpin made a motion of Approval and was seconded by Richard Beck. Motion passed 2-0,
3.b. Presentation on status of the Allen County Fire & EMS District, by Executive Fire Chief
Jeremy Bush and Carson LLP Attorney Amanda Landis.
Fire Chief Jeremy Bush presented the development of the county fire and EMS district and explained
next steps in the uniting of four existing fire districts, plus East Central Fire Territory. Also being added
in the fire service area are currently unserved Jackson, Madison and Monroe Townships, including
Monroeville.
Bush noted a commitment to doing this the right way, and said contracts, budget, infrastructure, and
IT software, are among the numerous items which have already been discussed by himself and the
executive committee members. He added that Baker Tilly has provided budget oversight, and former
city controller Garry Morr has consulted. Angie Hamrick is currently the clerk-treasurer of City of New

5:30 PM
The Allen County Council met on Wednesday, July 8, 2026, at 5:30 pm in the Chambers in
Citizens Square. The purpose of the meeting was for additional appropriations, transfer of
funds in excess of the current budget, grants, and any other business to come before Council.
Attending: Lyndsey Hammond, Tom A. Harris, Ken Fries. Kyle Kerley, Don Wyss and Bob
Armstrong. Paul Lagemann was absent.
Also Attending: Jackie Scheuman, Auditor, Nathan Kuhn, Finance and Budget Director and
Mitch Harper, County Council Attorney
President Bob Armstrong: -County Council, on Wednesday, July 8th, to order. If
you'd please rise for a minute of silence and the Pledge of Allegiance.
