Planning Commission denies Marquis Crossing rezoning

The York County Planning Commission voted 3-4 on Aug. 12 to deny a rezoning request for a 22-acre parcel at 200 Water Country Parkway, effectively rejecting the proposed Marquis Crossing development that would have included up to 125 townhomes and commercial uses. The vote was the most consequential decision in the past two weeks, as other recent meetings were largely procedural or agenda-only.

The commission's motion to recommend approval of the rezoning from Economic Opportunity to Planned Development Mixed Use failed on a 3-4 roll call vote. In other business, the commission elected Gregory "Skip" Brooks as Chair for FY 2027 (7-0), Joseph P. Smith as Vice Chair (6-0), and approved the minutes of its June 10, 2026 meeting (6-0). It also formed a bylaws review subcommittee, with Smith and Borelli appointed.

Board of Supervisors agenda includes admissions tax, rezoning

The Board of Supervisors met Aug. 18 with a public agenda that included a proposed admissions tax (Ordinance 26-21) and a rezoning for Marquis Crossing (Ordinance 26-17). The board also considered changes to "no wake" zones in the Poquoson River and Chisman Creek, and resolutions authorizing an agreement with Hampton Roads Sanitation District for inflow and infiltration reduction (R26-123) and a contract with East Coast Infrastructure, Inc. for slip lining and storm drainpipe rehabilitation (R26-130). Minutes from this meeting have not yet been published, so no decisions are reported.

Other recent meetings

The Beautification Committee met Aug. 11 and reviewed a treasurer's report with a balance of approximately $14,742. The committee discussed Clean Business Awards for Great Wolf Lodge (September) and Bargain Box (December), promotional items including lunchboxes, water bottles, and recycling magnets, and a reminder of the polystyrene ban. Upcoming events include Paws at the River Market (Oct. 24) and Bug Fest (Sept. 26).

The Library Board met Aug. 13 with a routine agenda: approval of minutes, a director's report, and a county government update on the Williamsburg Regional Library. New business was limited to a discussion of board by-laws. The next meeting is set for Sept. 10 at Tabb Library.

The Historical Committee met Aug. 20 to plan events including the 25th anniversary of 9/11, Yorktown Day, Veterans Day, and the Tree Lighting Ceremony. The committee also discussed tracking volunteer hours and appointing a nomination committee.

Coming up

The Chesapeake Bay Board will hold a public hearing on Aug. 26 for three exception requests to allow structures within the 100-foot Resource Protection Area buffer: an after-the-fact shed retention at 124 Paradise Point Road along Chisman Creek (Exception 26-080), a paver patio at 207 Shady Bluff Point along Skimino Creek (Exception 26-158), and a paver patio and walkway at 1500 Seaford Road along Chisman Creek (Exception 26-159). The board will also approve minutes from its March 25 and April 22 meetings.

York County Board to weigh 1% sales tax referendum for school projects; security grant on tap for August

York County's Board of Supervisors was scheduled to consider a proposed 1% local sales tax referendum for school construction and renovation at its July 21 meeting, alongside public hearings on zoning changes and a special use permit for a towing service. Minutes from that meeting and two other recent county meetings have not yet been published, so outcomes are not yet available in the public record.

Board of Supervisors — July 21

The Board's agenda included a proposed referendum to implement a local general retail sales tax of up to 1% for school capital projects. If placed on the ballot and approved by voters, the tax would fund school construction and renovation.

Also on the agenda:

• A Special Use Permit request for a towing service and auto storage facility at 1570 Penniman Road.
• A zoning amendment that would allow shipping containers to be used as accessory sheds in residential areas.
• A grant appropriation of $161,150 for FY2027 School Security Officer positions.
• Donation of two 10-foot water main easements to Newport News Waterworks.

Because minutes have not been published, the county record does not yet show which items were voted on, approved, or continued.

Historic Yorktown Design Committee — July 22

The committee was scheduled to review one application for a Certificate of Appropriateness: Application HYDC-290-26, a request to replace an existing sign at the corner of Ballard and Smith Streets, specifically at 237 Nelson Street and 222 Smith Street. Minutes are not yet available.

Board of Zoning & Subdivision Appeals — July 23

The Board of Zoning & Subdivision Appeals was set to hear two variance requests for residential properties:

• BZA Application No. 26-02: A 9.1' x 27.7' front porch addition at 2115 Old York-Hampton Highway, requesting a reduced front yard setback.
• BZA Application No. 26-03: An appeal of a Zoning Administrator decision regarding accessory structure setback at 134 Breezy Point Drive.

The agenda also included approval of minutes from the board's March 26, 2026 meeting. Minutes from the July 23 session have not yet been published.

Board of Supervisors — August 4, 2026: The Board holds a joint work session with the York County School Division and will consider adopting Resolution R26-115 to accept a $161,150 grant from the Virginia Department of Criminal Justice Services for FY2027 School Security Officer new positions. Deputy County Administrator Susan Goodwin is also scheduled to give a presentation on the admissions tax.
