Wyoming Council Weighs $40M in Bonds; Zoning Appeals, Historic Porch Review on Agenda

Wyoming city officials this week took up a $40 million bond package for road and water improvements, along with appeals of denied zoning variances and a historic district porch review. All meetings were held Aug. 11–21, but minutes have not yet been published, so no votes are recorded.

City Council

The Council held third readings on three bond ordinances totaling $40 million to permanently finance short-term notes for road and water system improvements. Two ordinances were for $10 million each, and one for $20 million. The council also considered an ordinance authorizing an easement agreement with the Wyoming Board of Education. The consent agenda included July 20, 2026 minutes and a Then and Now Certificate.

Board of Zoning Appeals

The board heard appeals for three denied variance requests:

• A front-yard porch addition at 205 Grove Avenue, denied for violating setback ordinance Section 1155.04(a)(1).
• A side-yard second-story addition at 18 Euclid Avenue, denied for violating side-yard setback Section 1155.04(b).
• A rear-yard retaining wall at 546 Woodbrook Lane, denied for exceeding the height limit in Section 1183.18.

Environmental Stewardship Commission

The commission discussed a potential micro-composting program with GoZERO and Hamilton County, debriefed a University of Dayton field visit, and considered fall Green Schools project requests. It also reviewed results from a larger recycling bin needs survey and finalized its work plan and budget, possibly preparing a presentation for City Council.

Architectural Review Board and Historic Preservation Commission

The two boards met jointly to review an application for a one-story front porch addition at 205 Grove Avenue, a property in the Village Historic District. They also discussed their annual strategic planning and alignment process and approved May 20, 2026 meeting minutes.

Community Improvement Corporation

The CIC approved June 19, 2026 minutes, received June–July financial statements, discussed facilities management, and received an update on the City of Wyoming Façade Grant Program for Businesses. No votes on specific projects or contracts are listed.

Wyoming zoning board denies two driveway expansions; City Council set to act on 2027 budget and $40 million in bonds

The Board of Zoning Appeals denied two requests to expand residential driveways this month, the only decided items among recent Wyoming meetings. The board turned down expansions at 167 Fleming Road (Case #11-26) and 460 Hidden Valley Lane (Case #15-26), citing violations of city ordinance regarding driveway width. Minutes from the July 14 meeting have not yet been published.

Board of Zoning Appeals

At its July 14 meeting, the Board of Zoning Appeals denied driveway expansion requests at 167 Fleming Road and 460 Hidden Valley Lane. The denials were based on violations of the city ordinance governing driveway width. The meeting also included approval of June 9, 2026 minutes, swearing-in of witnesses, and excusal of absent members. No vote tallies were available in the agenda materials.

Planning Commission

The Planning Commission met July 13 for a preliminary review of the Vermont Primary School Development Plan at 33 Vermont Avenue, part of the broader Wyoming Primary Schools Redevelopment Project. Finance Committee

Environmental Stewardship Commission

The Environmental Stewardship Commission met July 8 to receive updates on solid waste, recycling, and residential food waste, and to discuss the compost program, including outreach for new users and the status of 11 carts. The commission was also scheduled to discuss long-term composting ideas with GoZero and review the first draft of the ESC Work Plan. Minutes have not yet been published.

City Council — Monday, July 20: The council is scheduled to adopt a resolution for the 2027 tentative tax budget, covering the fiscal year starting Jan. 1, 2027. The agenda includes public hearings on bond issuances totaling up to $40 million: $10 million in Series 2026A and $10 million in Series 2026B bonds for road and water system improvements, and $20 million in Series 2026 bonds to finance outstanding bond anticipation notes. The council will also hold a first reading of an ordinance appropriating and transferring revenues within designated accounts, and a third reading of an ordinance placing charter revisions on the Nov. 3, 2026 ballot.
