Public safety and health

The Public Safety & Quality of Life Committee on Aug. 11 discussed proposed zoning amendments to define tobacco stores and smoke shops as conditional uses in the TC and CS districts, and an ordinance to ban kratom and concentrated 7-OH substances. The committee also considered a resolution to adopt the Chester County Hazard Mitigation Plan, regulations for unruly social gatherings, and special event permits for the Unite for HER Run/Walk (Oct. 17), Veterans Parade (Nov. 8), and Christmas Parade (Dec. 4).

The Finance & Revenue Committee on Aug. 12 discussed raising funding for emergency medical services via a public safety tax. It also considered a $900 Serpentine donation for the West Chester Downtown Foundation event, a five-year contract with Granicus for permit management, bids for Brick Sewer Relining and paving at Taylor Run Wastewater Treatment Plant, Green Field, and Market Street Lot, and a budget modification for the Fire Fund.

Infrastructure and services

The Public Works Committee on Aug. 11 discussed progress on a new Public Works building, maintenance of the West Chester Public Library and its elevator, bathroom conditions at Everhart Park, a Goose Creek Connection Management Plan amendment, and street sweeping schedule changes. It also considered a motion to approve Code Elevator maintenance rates for the library elevator.

The Transportation Advisory Committee on Aug. 11 discussed sidewalk prioritization mapping, an intersection painting process document, a trail grant study update from DVRPC, and a community shuttle survey. The Railroad Restoration Committee on Aug. 12 reviewed state grants for a pedestrian bridge, transit surveys, and project presentations for Media Borough and Middletown Township.

The Parking Committee on Aug. 11 voted on a lease for Hotel Indigo requiring 55 spaces at Chestnut Street Garage, an updated fee schedule for New Street Lot allowing monthly permits at $95, and changes to the Special Event Parking Policy. It also discussed excluding 222 N. Walnut Street from the residential permit program and renewing a two-year lease with Chester County for 79 spaces at Gay Street Lot.

Administration

The Administration, Communication & Technology Committee on Aug. 12 discussed a proposed increase to Borough Council/Mayor compensation, virtual participation at public meetings, and amendments to the employee policy manual. It also received a quarterly sustainability report.

Coming up

Borough Council will hold a work session on Aug. 18 to consider the public safety tax, zoning amendments for tobacco stores, a kratom ban, a five-year contract with Granicus, and the preliminary land development plan for 410 S. High St. townhouses. On Aug. 19, the council will hold public hearings and a voting session on the tobacco store zoning, kratom ban, parking rule amendments, a conditional use for the West Chester University Master Plan, and the Granicus contract. The Zoning Hearing Board will meet Aug. 24 to hear notices for 500 W. Lafayette St. and 615-617 S. Walnut Street.

West Chester committees weigh public safety tax, kratom ban, and data center zoning

West Chester's borough committees and commissions held a packed two weeks of meetings from July 6 through July 16, with agendas covering taxes, zoning changes, infrastructure repairs, and public health ordinances. All meetings listed below are agenda-only — minutes have not yet been published, so items described as scheduled for votes or discussion cannot be confirmed as decided until minutes are available.

Finance and fees

The Finance & Revenue Committee scheduled discussion of a proposed public safety tax and a vote on a grant resolution for the Adams and Nields Street Road Rehabilitation Project through the PA DCED Multimodal Transportation Fund. The committee also planned to vote on Budget Modification #2026-5 for playground equipment at Horrace Pippin Park and the Parking Garage Capital Project.

Purchase orders on the agenda totaled $77,453.33: Nexgen Automation at $39,870, Eagle Contracting at $23,753.33, and Otis Elevator at $13,830. The committee was also set to receive a quarterly pension investment performance update from RBC Wealth Management.

The Borough Council agenda for July 14 listed a motion to consider establishing a public safety tax, noting the Finance Committee voted 3-0 on the item. A resolution to amend the fee schedule would raise recycling bin fees from $15 to $17; the cost per bin is $16.05, according to the Public Works Committee agenda.

Zoning and development

The Public Safety & Quality of Life Committee scheduled a motion to approve an ordinance prohibiting the sale, manufacture, and public use of kratom, kratom-derived products, and concentrated 7-OH substances. The Borough Council agenda for July 14 listed the same ordinance with a public hearing set for August 19.

That committee also planned to discuss an Unruly Social Gathering Ordinance addressing mass gatherings in residential areas, approve a Special Event Permit for the Mount Carmel Block Party on E. Miner Street between Bolmar and Poplar on July 25, 2026, and vote on a Domestic Violence Center of Chester County request to hang ribbons along Church and High Streets near the WCU campus.

Infrastructure and contracts

The Borough Council agenda included a motion to approve an elevator repair purchase order to Code Elevator for $15,850 to fix counterweight sheaves at the Chestnut Street Garage.
