Weber County boards weigh housing rezoning, road work, and officer pay

Weber County boards held a series of meetings Aug. 11–20, with the County Commission and Planning Commission taking up a 33-acre rezoning for housing, a road construction contract, and proposed pay increases for executive officers. County Commission: road work, tax trigger, and pay

At its Aug. 11 regular meeting, the commission had on its agenda a contract with Asphalt Construction & Excavating for drainage and repaving at 2550 North and Rulon White Boulevard, a modification of the Westbridge Meadows development agreement, and a resolution setting 2027 as the tax trigger year for West Weber Project Area parcels. The commission also held a public hearing on compensation increases for certain executive county officers. Consent items included $49,339.61 in purchase orders and $737,604.27 in warrants.

On Aug. 18, the commission considered a first reading of an ordinance amending the Agriculture Protection Area fee (Section 16-2-2), a resolution appointing Agriculture Protection Area Advisory Board members, a contract with SwitchBase for Golden Spike Event Center software, and another Westbridge Meadows ownership modification. Consent items included a $267,890.77 ACH payment to Zion's Bank, a right-of-way purchase for a road widening project, and a 287(g) service agreement with ICE.

A work session on Aug. 17 covered an interlocal agreement on 2550 South, a proposed general plan amendment for land between 5100 West and the Weber River, and a Black Pine Pioneering Agreement. The session ended with a closed session on real property purchase, exchange, or lease.

Planning Commission: zoning and General Plan

The Planning Commission held multiple public hearings on Aug. 11. One hearing concerned rezoning approximately 33 acres from Agriculture to Form-Based and Open Space Zones, including a development agreement for 16 acres of townhomes and detached single-family homes, recognition of nonconforming lots at The Barn at Terakee Farms, and preservation of land for a future public pathway along the Hooper Canal.

Two hearings addressed General Plan amendments: GPA2025-03 would incorporate Ogden Valley General Plan elements into areas outside the Ogden Valley City incorporation area, and GPA2026-01 would update the future land use map and consolidate recent amendments. A separate hearing on the Western Weber General Plan proposed redesignating land between 4700 West and the Weber River from natural open space to a mix of residential, commercial, agricultural, and park uses. A work session also discussed a rezone and revised concept plan for Willow Village.

Other boards

The Little Mountain Service Area Board considered a treasurer nomination, a will-serve amendment, and a fee assessment and payment policy. The Weber County Clerk/Auditor held a public hearing on compensation increases for executive officers. The Tax Review Committee discussed changes to the Primary Residential Exemption statute and its authority to review exemption errors. The Weed Control Board weighed a weed control escrow requirement for new developments. The GRAMA Appeals Board heard Susan Newey's appeal over sheriff's internal affairs records. The Strategic Planning Committee reviewed five-year capital project priorities, and the F.I.R.E. Council discussed heavy rescue staffing and the 2027 paramedic budget. The Veterans Advisory Committee discussed a possible recognition event for Gulf War/Desert Storm veterans in November.

Weber County Commission Slated to Address Avian Flu Emergency, $3 Million in Warrants

Weber County's recent government meetings were dominated by agendas addressing an avian influenza outbreak at local dairy farms, land use changes, and sizable financial warrants. Weber County Planning Division — July 22

The Planning Division was set to conduct an administrative review of two projects: a design review (DR 2026-05) for a 20,000-square-foot auto body shop at 2581 Rulon White Blvd, Ogden, and final subdivision approval (LVM062926) for Martini Legacy Subdivision Phase 1, proposing 43 single-family lots at 4083 W 1400 S, Ogden.

Weber County Commission — July 27

A work session was scheduled to discuss proposed land use ordinance amendments for F-1 and R-3 zones and fencing requirements, a rezone request for approximately 12 acres west of Westfield High School from A-1 to R1-15, the Taylor Area Lift Sewer, and workers compensation. A closed session to discuss litigation was also listed.

Weber County Commission — July 28

The Commission was scheduled to consider approval of warrants in the amount of $3,067,816.39 and purchase orders totaling $94,167.08. Other items included the final reading of an ordinance authorizing the Weber Fire District service area, a proposal to amend Weber County Code for minimum setbacks in the F-1 Zone and uses in R3-A and R3-S Zones, and interlocal agreements for surveying services with Harrisville City, Huntsville Town, North Ogden City, and Uintah City.
