The commission's Oct. 20 agenda listed warrants totaling $1,000,035.65 and purchase orders totaling $158,716.86, a first reading of an ordinance to amend Weber County Parks and Recreation Budget fees, and a lease agreement with Eden Excavating and Western Landscaping Co. for product storage.

A Oct. 12 commission work session, which the notice said would take no public comment, listed the plan for the transfer of sewer in the Valley, Lilac Estates Storage Unit roadway impact fees, the State Housing Infrastructure Partnership, the jail generator and the county facilities rental policy.

Land use

The Planning Commission scheduled public hearings Oct. 13 at 5 p.m. in the County Commission Chambers at the Weber Center, 2380 Washington Blvd., 1st Floor, Ogden. Requests included about 150.37 acres at approximately 3800 West 400 South from A-2 to R1-15, with about 30.25 acres near the Weber River proposed for O-1 open space and a public park; about 84.94 acres at approximately 3800 West 400 South from A-1/A-2 to R1-15; about 47.46 acres at approximately 440 S, 3600 West to R1-15, with about 8.78 acres within 300 feet of the Weber River proposed as O-1 park land; Riverbend Phases 3 and 4, where the applicant proposes R1-15 and to convey about 19.54 acres for a public park; about 15 acres from A-1/A-2 to TN-Bennet; and about 33 acres for Willow Village, split into roughly 31 acres of FB Form-Based Zone and 2 acres of O-1. On each, the Planning Commission makes a recommendation only; the County Commission makes the final decision at a later meeting with a date to be determined.

The commission itself scheduled Oct. 20 public hearings on the Jordan Holmes rezone of 12.3 acres at 1940 South 4700 West and the Anna Alfonsi rezone of 20.36 acres at 3655 West 1400 South, both from A-1 to R1-15.

Records appeals

The GRAMA Appeals Board was set to hear an Oct. 12 appeal by Shauna Miller over denial of records related to conflict of interest forms, and on Oct. 20 appeals by R. K. Shimabukuro over elections software records and by Randy Goodell over internal affairs investigation records.

Other business

The Weber-Morgan Criminal Justice Coordinating Council agenda included a strategic plan update, a re-entry simulation report and the introduction of a Juvenile Justice Coordinator. The Veterans Advisory Committee was to consider recognition of Gulf War and Desert Storm veterans in November 2026. The Fire & Rescue Programs Committee was to discuss heavy rescue staffing and readiness, the HAZMAT and paramedic programs, and a possible 2027 budget discussion. A Clerk/Auditor notice lists the General Election on Nov. 3, 2026, with ballots mailed starting Oct. 13 and a registration deadline of Oct. 23 at 5 p.m. Early voting runs Oct. 27-30, noon to 6 p.m., at the Weber Center. Election Day polling is at the Weber County Fairgrounds Exhibit Hall and Ogden Valley Library, 7 a.m. to 8 p.m.

Weber County boards weigh housing rezoning, road work, and officer pay

Weber County boards held a series of meetings Aug. 11–20, with the County Commission and Planning Commission taking up a 33-acre rezoning for housing, a road construction contract, and proposed pay increases for executive officers. Minutes for these meetings have not yet been published, so no final decisions are reported.

County Commission: road work, tax trigger, and pay

At its Aug. 11 regular meeting, the commission had on its agenda a contract with Asphalt Construction & Excavating for drainage and repaving at 2550 North and Rulon White Boulevard, a modification of the Westbridge Meadows development agreement, and a resolution setting 2027 as the tax trigger year for West Weber Project Area parcels. The commission also held a public hearing on compensation increases for certain executive county officers. Consent items included $49,339.61 in purchase orders and $737,604.27 in warrants.

On Aug. 18, the commission considered a first reading of an ordinance amending the Agriculture Protection Area fee (Section 16-2-2), a resolution appointing Agriculture Protection Area Advisory Board members, a contract with SwitchBase for Golden Spike Event Center software, and another Westbridge Meadows ownership modification. Consent items included a $267,890.77 ACH payment to Zion's Bank, a right-of-way purchase for a road widening project, and a 287(g) service agreement with ICE.

A work session on Aug. 17 covered an interlocal agreement on 2550 South, a proposed general plan amendment for land between 5100 West and the Weber River, and a Black Pine Pioneering Agreement. The session ended with a closed session on real property purchase, exchange, or lease.

Planning Commission: zoning and General Plan

The Planning Commission held multiple public hearings on Aug. 11. One hearing concerned rezoning approximately 33 acres from Agriculture to Form-Based and Open Space Zones, including a development agreement for 16 acres of townhomes and detached single-family homes, recognition of nonconforming lots at The Barn at Terakee Farms, and preservation of land for a future public pathway along the Hooper Canal.

Two hearings addressed General Plan amendments: GPA2025-03 would incorporate Ogden Valley General Plan elements into areas outside the Ogden Valley City incorporation area, and GPA2026-01 would update the future land use map and consolidate recent amendments. A separate hearing on the Western Weber General Plan proposed redesignating land between 4700 West and the Weber River from natural open space to a mix of residential, commercial, agricultural, and park uses. A work session also discussed a rezone and revised concept plan for Willow Village.
