Summit County boards weigh $71M recreation bond, $20M water bonds as no decisions published

Recent meetings

Council of Governments (Aug. 10)

The Council of Governments considered reallocating $500,000 from the Richardson Flat Road project to Phase 2 Transit Shelter Improvements for right-of-way acquisition. It also reviewed a draft Transportation Sales Tax Policy Document and received an update on the Solid Waste Strategic Plan.

Planning Commission (Aug. 11)

County Council (Aug. 12)

The County Council interviewed applicants for Restaurant Tax Advisory Committee vacancies and considered appointing Michael Cragun as Board of Equalization Hearing Officer. The meeting included closed sessions on litigation and property acquisition.

Housing Authority (Aug. 17)

The Housing Authority discussed Summit County Ordinance 1016, short-term rental regulation, and affordable housing advocacy. No final decisions were listed.

County Manager (Aug. 18)

A public hearing was held on a 9-lot subdivision within the Promontory Specially Planned Area (Project #25-181). The hearing took place at the Summit County Courthouse in Coalville.

County Council (Aug. 19)

The council considered a resolution to place a $71,000,000 general obligation bond for the Snyderville Basin Recreation Special Service District on the November 3 ballot. It also held public hearings on Ordinance No. 1016 (development code amendments) and Ordinance No. 1018 (renaming Tech Center Drive in Kimball Junction). A contract amendment with Zwick Construction Company for tenant improvements at the PEAK Center was also on the agenda.

Economic Development Advisory Board (Aug. 20)

The board reviewed its annual Rural County Grants application (due September 1) and a staff report on a Micro Business Grant. It also approved its consent agenda, including minutes from July 16.

Summit County roundup: $150M bond hearing, trailhead parking, and more

This week's Summit County meetings were dominated by public hearings and discussions, with no final decisions reported as of Aug. 10. The most consequential item was a public hearing on a proposed $150 million bond election for the Snyderville Basin Recreation Special Service District.

Recreation district bond election

The Summit County Council held a public hearing Aug. 5 on a resolution calling a special election Nov. 3, 2026, to authorize up to $150 million in bonds for the Snyderville Basin Special Recreation District. The funds would go toward construction of two recreational facilities and related improvements. The hearing was held at the Sheldon Richins Building Auditorium in Park City. No action was reported.

Other council hearings

The council also held a public hearing July 29 on the Parks, Trails, Open Space & Recreation Impact Fee Facilities Plan, which would allow the district to update impact fees. That same day, it heard a proposal to rename Tech Center Drive in Kimball Junction. On Aug. 5, the council discussed adopting the Summit County Housing Authority Strategic Plan and changes to the Business License Code, and conducted a site visit to 910 Ranch.

Planning commission items

The Eastern Summit County Planning Commission held public hearings Aug. 6 on a plat amendment for Hidden Lake Ranch Subdivision, a preliminary subdivision for Lewis Estates, and several development code amendments, including creation of a "Lost Creek Community Zone" in Brown's Canyon. The Snyderville Basin Planning Commission held a hearing July 28 on a conditional use permit to expand the East Canyon Creek Trailhead parking lot, and discussed a development agreement amendment for Canyons Resort.

Other meetings

The Summit County Manager held a public hearing July 28 on the final site plan for the Nicklaus Clubhouse Pool Addition at Promontory. The Board of Health met Aug. 3 to consider a new mobile food permit and fee, and received updates on opioid readiness and measles. The Public Art Advisory Board reviewed an art loan/purchase proposal for a roundabout and discussed piano artwork at $1,000 per piano. The Open Space Advisory Committee met Aug. 4 to discuss landowner outreach and funding. The Cemetery District board met Aug. 5 in closed session to discuss real estate purchase.

Most Summit County meetings in the past two weeks were scheduled but their minutes have not yet been published, so no confirmed decisions or vote tallies are available in the record. The County Council's July 22 meeting was canceled outright, with no items discussed.

Several public hearings and discussions were on agendas, however, and residents should know what was scheduled.

Summit County Council (July 29)

The Council had a public hearing scheduled on Resolution No. SBSRD 2026-18, which would adopt the Parks, Trails, Open Space & Recreation Impact Fee Facilities Plan prepared by Zions Public Finance, Inc. If adopted, the plan would let the Snyderville Basin Special Recreation District update its recreation impact fees based on growth demands.

A second public hearing was scheduled on renaming Tech Center Drive in the Kimball Junction area.

Other agenda items included amendments to North Summit Fire Service District personnel policies, a memorandum of agreement for road improvements in unincorporated Eastern Summit County, and discussion of Ordinance No. 1016 amending the Snyderville Basin Development Code. Promontory Nicklaus Clubhouse site plan (July 28)

The Summit County Manager held a public hearing on the Final Site Plan for the Promontory Nicklaus Clubhouse Pool Addition — Phase 5. The project is at 6347 Golf Club Link, Promontory, parcel SS-52-PVG6, project number 26-048. The hearing was at the Summit County Courthouse, 60 N. Main Street, Coalville, with Zoom participation available. Action was possible but not confirmed in the record.

Snyderville Basin Planning Commission (July 28)

A public hearing was scheduled on a Conditional Use Permit to expand the East Canyon Creek Trailhead parking lot, located on parcel PP-50-D-X on N Bluebird Lane. The commission also planned to continue discussions on a Canyons Development Agreement Amendment regarding automobile access to the Red Pine Village Development Area.

Housing Authority (July 20)

The Summit County Housing Authority agenda included approval of June 15, 2026 minutes, a briefing on the Summit Bike Share Access Pass, discussion of a project on PP-53, a presentation on One Door Home (Utah's Universal Affordable Housing Access Utility), and discussion of Emergency Rental Assistance Grant funds. Historical Preservation Commission (July 30)

Summit County boards weigh major rezone, recreation bond, and code changes in busy two-week stretch

Summit County officials packed the last two weeks with land-use hearings, budget talks, and policy discussions, but because minutes have not yet been published for any of the recent meetings, no outcomes can be confirmed. The July 22 Summit County Council meeting was canceled. Below is what each body had on its agenda.

Crossroads at Silver Creek dominates planning commission agenda

The Snyderville Basin Planning Commission held public hearings July 14 on three land-use requests, the largest being the Crossroads at Silver Creek project at 7131 N. Silver Creek Drive. The proposal seeks a rezone from Rural Residential to Community Commercial, a Master Planned Development designation, and a conditional use permit for 66 townhomes, 4 apartments, 20 affordable housing units, and 32,000 square feet of retail/commercial space. The commission also considered a conditional use permit for an accessory building over 2,000 square feet at 1602 Oakridge Road South and a plat amendment adjusting the building envelope on Parcel QMR-25-2AM at 3504 Quarry Mountain Road. A work session on Snyderville Basin General Plan Future Land Use Map amendments was listed as discussion only, with no action expected.

County Council weighs recreation bond and code amendments

The Summit County Council met July 15 with several significant items on the agenda, including discussion and possible action on a General Obligation bond for the East Canyon Climbing and Fitness Facility and the Silver Creek Village Aquatics Facility. The council also held a public hearing on Ordinance No. 1012, which would amend Eastern Summit County Development Code Sections 11-4-5(F)(2) and 11-4-2(C)(2)a regarding parcel boundary adjustments and non-conforming parcels (Project #26-073). The amendments are intended to bring county code into compliance with state law. Other items included possible approval of purchasing and invoice policies for the Snyderville Basin Recreation Special Service District and an interview for a vacancy on the Summit County Arts & Parks Advisory Committee-Recreation. Eastern planning commission reviews subdivision plats

On July 16, the Eastern Summit County Planning Commission held public hearings on a plat amendment and private road vacation for the Hidden Lake Ranch Subdivision at 8163 Aspen Loop (Project #25-206), and considered a recommendation for a 9-lot final subdivision plat for the Eastern Sky Subdivision at Parcel SS-54-A off Golf Club Link (Project #25-181). A work session on proposed amendments to the Eastern Summit County General Plan Future Land Use Map was also scheduled.

Library board, housing authority, and economic development board meet

The Summit County Library Board met July 16 to discuss 2027 budget planning and the potential relocation of the Kimball Junction Branch, among routine items. The Economic Development Advisory Board met the same day to discuss 2026/2027 Rural County Grant applications for North Summit, South Summit, and Snyderville Basin/Park City, and to review economic conditions including unemployment, wage growth, and home prices.
