Budget and proposed tax increases

At its Oct. 14 meeting, the Summit County Council was scheduled to review the County Manager's recommended 2027 budget and to hear notifications of proposed tax rate increases for two service districts. The notice describes the North Summit Fire District increase as generating approximately $635,265 annually and the Summit Mosquito Abatement District increase as generating approximately $202,816 annually. Property values and the Board of Equalization

The Council scheduled Oct. 14 public hearings on amendments to Snyderville Basin Development Code Sections 10-9-14, 10-9-19, 10-9-20, 10-9-22 and 10-11, and to Eastern Summit County Development Code sections 11-6-11, 11-7-13, 11-7-14, 11-7-16 and Appendix A: Definitions. The stated purpose in both notices is to bring the sections into conformance with State Code. Ordinance Nos. 1021 and 1022 were listed for possible approval. The Snyderville Basin Planning Commission scheduled an Oct. 13 hearing on a conditional use permit for an accessory building over 2,000 square feet at 729 Old Ranch Road, Parcel PP-120-A, applicant Rosemary Stum, owners Colin Grover and Kari Johnson, Project #26-083, plus a possible recommendation on amendments to Chapters 1-11 of the Snyderville Basin General Plan and the Future Land Use Maps.

The Eastern Summit County Planning Commission scheduled an Oct. 15 hearing and possible action on a plat amendment incorporating a private right-of-way (Parcel PE-2046-E-2) into Pine Plateau Estates No.1 Lots 4 & 5 at 206 Pine View Rd, applicant Stan Taggart, Project #26-140, along with a work session on Future Land Use Map amendments.

On Oct. 21, the Council listed approval of the Kimball Junction Pedestrian Bridge design, a public hearing on a special exception for driveway slopes exceeding 12% at 5710 W. Browns Canyon Road, two easements for the Princess Di Connector trail, and a closed session regarding property acquisition.

Elections

Clerk notices list in-person early voting Oct. 27-31 at the Summit County Courthouse Clerk's Office, 60 North Main Street, Coalville, and Oct. 28-31 at the Sheldon Richins Building, 1885 West Ute Boulevard, Park City. Election Day is Nov. 3, 7 a.m. to 8 p.m., at Coalville City Hall, the Summit County Health Department, the Summit County Library Kamas Branch and the Sheldon Richins Building. A post-election audit of ballot batches is set for Nov. 9 at 1 p.m. at the Courthouse.

The Public Art Advisory Board listed the 224 Pedestrian Bridge project, Silver Summit Commemorative Benches finalists, an RFP for Newpark and Henefer pianos ($1,000 per piano), Peak Building lobby art, and a report on a $500 Sunrise Rotary grant. The county is seeking applicants for three Snyderville Basin Cemetery District board seats, due 5 p.m. Oct. 29. Summit County agendas: $71 million recreation bond before voters, 2027 budget and code changes in the queue

At its Oct. 7 meeting, the Summit County Council convened as the Governing Board of the Snyderville Basin Recreation Special Service District to take public arguments on a proposed issuance of approximately $71,000,000 in General Obligation Bonds. A voter information pamphlet issued by the Summit County Clerk lists the amount as not to exceed $71,000,000, with an estimated annual property tax cost of $120.94 per $1,000,000 of primary residence value and $219.90 per $1,000,000 of business property value. The pamphlet describes proposed funding for indoor aquatics, climbing, bouldering and fitness space. The question is on the Nov. 3, 2026 ballot.

2027 budget and proposed tax increases

The Council's Oct. 14 agenda listed review of the County Manager's recommended 2027 budget and notifications of proposed tax rate increases for fire and mosquito abatement services: approximately $635,265 annually for the North Summit Fire District and approximately $202,816 annually for the Summit Mosquito Abatement District. The meeting was held at the Sheldon Richins Building, 1885 W. Ute Blvd., Park City, and by Zoom. No minutes have been posted.

Housing

The Council held a special session Oct. 6 from 9:00 AM to 2:00 PM, a housing summit work session with County staff, the Housing Authority, and community partners. The agenda listed no votes, ordinances, contracts, or public hearings. On Oct. 9, the Council and Park City Council scheduled a joint meeting on city and county housing updates and the status of the Park City Senior Center. The Housing Authority meets Oct. 12 to review a draft memo for Day 2 of the Housing Summit on Nov. 12.

Land use and code

The Eastern Summit County Planning Commission held a public hearing Oct. 1 on a plat amendment adjusting the building envelope on Parcel EA-4 at 2572 E Weber Canyon Rd, applicant Old Granite Innovations LLC, owner Roman Marc, Project #25-209. It also discussed a possible recommendation on amending Chapter 11-2 to define when a transportation impact study is required. The Board of Health met Oct. 5; its only listed approval item was the minutes of the Aug. 3, 2026 meeting, with work session updates on the Health Department's 2027 budget, measles, respiratory disease and seasonal vaccines, and the Community Clean Energy Program. The Timberline Special Service District board met Oct. 7 on minutes, budget and financial reports, Summer Roads and Signage project status, and one open board position. The Snyderville Basin Cemetery District met Oct. 8 on a 2027 tentative budget, an appraisal for a preferred site, a petition from Bear Hollow residents, Connector Road, and three board vacancies. Recent meetings

Council of Governments (Aug. 10)

Planning Commission (Aug. 11)

Summit County roundup: $150M bond hearing, trailhead parking, and more

This week's Summit County meetings were dominated by public hearings and discussions, with no final decisions reported as of Aug. 10. The most consequential item was a public hearing on a proposed $150 million bond election for the Snyderville Basin Recreation Special Service District.

Recreation district bond election

The Summit County Council held a public hearing Aug. 5 on a resolution calling a special election Nov. 3, 2026, to authorize up to $150 million in bonds for the Snyderville Basin Special Recreation District. The funds would go toward construction of two recreational facilities and related improvements. The hearing was held at the Sheldon Richins Building Auditorium in Park City. No action was reported.

Other council hearings

The council also held a public hearing July 29 on the Parks, Trails, Open Space & Recreation Impact Fee Facilities Plan, which would allow the district to update impact fees. That same day, it heard a proposal to rename Tech Center Drive in Kimball Junction. The Snyderville Basin Planning Commission held a hearing July 28 on a conditional use permit to expand the East Canyon Creek Trailhead parking lot, and discussed a development agreement amendment for Canyons Resort.

Other meetings

The Summit County Manager held a public hearing July 28 on the final site plan for the Nicklaus Clubhouse Pool Addition at Promontory. The Board of Health met Aug. 3 to consider a new mobile food permit and fee, and received updates on opioid readiness and measles. The Public Art Advisory Board reviewed an art loan/purchase proposal for a roundabout and discussed piano artwork at $1,000 per piano. The Open Space Advisory Committee met Aug. 4 to discuss landowner outreach and funding. The Cemetery District board met Aug. 5 in closed session to discuss real estate purchase.

Summit County Council (July 29)

The Council had a public hearing scheduled on Resolution No. SBSRD 2026-18, which would adopt the Parks, Trails, Open Space & Recreation Impact Fee Facilities Plan prepared by Zions Public Finance, Inc. If adopted, the plan would let the Snyderville Basin Special Recreation District update its recreation impact fees based on growth demands.

A second public hearing was scheduled on renaming Tech Center Drive in the Kimball Junction area.

Other agenda items included amendments to North Summit Fire Service District personnel policies, a memorandum of agreement for road improvements in unincorporated Eastern Summit County, and discussion of Ordinance No. 1016 amending the Snyderville Basin Development Code. Promontory Nicklaus Clubhouse site plan (July 28)

The Summit County Manager held a public hearing on the Final Site Plan for the Promontory Nicklaus Clubhouse Pool Addition — Phase 5. The project is at 6347 Golf Club Link, Promontory, parcel SS-52-PVG6, project number 26-048. The hearing was at the Summit County Courthouse, 60 N. Main Street, Coalville, with Zoom participation available. Action was possible but not confirmed in the record.

Snyderville Basin Planning Commission (July 28)

A public hearing was scheduled on a Conditional Use Permit to expand the East Canyon Creek Trailhead parking lot, located on parcel PP-50-D-X on N Bluebird Lane. The commission also planned to continue discussions on a Canyons Development Agreement Amendment regarding automobile access to the Red Pine Village Development Area.

Housing Authority (July 20)

Crossroads at Silver Creek dominates planning commission agenda

County Council weighs recreation bond and code amendments

The Summit County Council met July 15 with several significant items on the agenda, including discussion and possible action on a General Obligation bond for the East Canyon Climbing and Fitness Facility and the Silver Creek Village Aquatics Facility. The council also held a public hearing on Ordinance No. 1012, which would amend Eastern Summit County Development Code Sections 11-4-5(F)(2) and 11-4-2(C)(2)a regarding parcel boundary adjustments and non-conforming parcels (Project #26-073). The amendments are intended to bring county code into compliance with state law. Other items included possible approval of purchasing and invoice policies for the Snyderville Basin Recreation Special Service District and an interview for a vacancy on the Summit County Arts & Parks Advisory Committee-Recreation. The meeting was held at the Sheldon Richins Building Auditorium, 1885 W Ute Blvd, Park City, with remote participation options. The July 22 council meeting was canceled with no items discussed.

Eastern planning commission reviews subdivision plats

On July 16, the Eastern Summit County Planning Commission held public hearings on a plat amendment and private road vacation for the Hidden Lake Ranch Subdivision at 8163 Aspen Loop (Project #25-206), and considered a recommendation for a 9-lot final subdivision plat for the Eastern Sky Subdivision at Parcel SS-54-A off Golf Club Link (Project #25-181). A work session on proposed amendments to the Eastern Summit County General Plan Future Land Use Map was also scheduled.

Library board, housing authority, and economic development board meet

The Summit County Library Board met July 16 to discuss 2027 budget planning and the potential relocation of the Kimball Junction Branch, among routine items. The Economic Development Advisory Board met the same day to discuss 2026/2027 Rural County Grant applications for North Summit, South Summit, and Snyderville Basin/Park City, and to review economic conditions including unemployment, wage growth, and home prices. On July 20, the Summit County Housing Authority discussed a Summit Bike Share Access Pass, a project on parcel PP-53, the One Door Home affordable housing utility, and Emergency Rental Assistance Grant funds.
