Virgin Town Council, P&Z tackle zoning, telecom, water plans
In the past two weeks, the Virgin Town Council and the Virgin Town Planning and Zoning Commission held several meetings covering zoning rules, a fiber internet franchise, water plans, and a new building official position. Minutes from these meetings have not yet been published, so no official decisions are reported here; the following summarizes what was on each agenda.
Town Council work meeting (Aug. 12)
The council held a work meeting on Aug. 12 to discuss, but not vote on, several items:
- A presentation of the town's FY 2025 audit.
- A proposed fiber internet franchise agreement with InfoWest.
- A draft amendment to the grading ordinance.
- A change order for the East Water Tank.
- A draft Water Shortage Contingency Plan.
All items were listed for discussion only.
Town Council regular meeting (Aug. 18)
At its regular meeting on Aug. 18 at 40 Main St. and via Zoom, the council was scheduled to vote on five action items:
- A resolution approving a non-exclusive telecommunications franchise agreement with FIF St. George, LLC, doing business as InfoWest and Go Fiber.
- A resolution adopting the Virgin Town Water Shortage Contingency Plan.
- An ordinance adding Chapter 2.16 to the municipal code to create the position of Qualified Building Official.
- A resolution authorizing changes to authorized signers on the town's Zions Bank checking account.
- A resolution adopting the Groundwater Protection Study prepared by Sunrise Engineering, LLC.

Planning and Zoning Commission meetings (Aug. 11 and Aug. 19)
The Planning and Zoning Commission held a public hearing and regular meeting on Aug. 11 to consider two items:
- An ordinance amending and restating Virgin Municipal Code sections 16.2.30 and 16.2.32 to establish procedures for zoning text and map amendments.
- A proposed amendment to the Virgin Town General Plan.
The commission also held a work meeting on Aug. 19 to discuss two proposed ordinances: one on the same zoning text and map amendment procedures, and another that would add a definition of "accessory structure" and set standards for construction, placement, size, and use in all zoning districts.
