St. George Council to weigh $2.6M air traffic tower equipment; no decisions yet from recent meetings

St. George officials have a full slate of meetings ahead, but none of the recent gatherings produced final decisions — all agendas were published without minutes. The most consequential item on the horizon is a $2.6 million equipment purchase for the new air traffic control tower, set for the City Council's Aug. 20 regular meeting.

City Council: Air tower equipment, road work, and annexation

The council will consider a consent calendar that includes a $2,614,309 bid to Layton Construction for air traffic control tower equipment, a $854,000 contract to Suncore Construction for the 250 West Reconstruction (Black Ridge Dr. to Tech Ridge Pkwy), and a conditional use permit for Bare Foot Montessori private school at 135 South 100 East. The council also will hold public hearings on three ordinances: annexation of a 2.277-acre parcel at 3430 East and 3930 South (Tawny Meadows), vacation of a utility easement between Lot 122 and Lot 123 in Cecita Crest at Divario Phase 3, and vacation of a temporary turnaround easement in Sage Haven Phase 15. A zoning change from RE-20 to RE-37.5 on 6.20 acres near 2450 South is also on the agenda.

Planning Commission: Utah Tech land, office building, and sign rules

The Planning Commission held a series of public hearings on Aug. 11, all still pending. The commission considered a General Plan amendment for ~14.40 acres near 800–900 South and 1450 East, changing the designation from LDR/COM/OS to COM/OS (Utah Tech University Foundation). It also reviewed a Planned Development Amendment for a 32,658 sq ft office/commercial building east of Pioneer Road and north of Sun River Parkway (Rosenberg Associates), and a zone regulation amendment to Title 9-13 sign ordinance for signs adjacent to residential zones (YESCO). A conditional use permit for Barefoot Montessori private school (grades K-8) was on the agenda, along with preliminary plats for 183-lot Rolling Desert, 98-lot Cove Valley Phases 4-6, 7-lot Tower Estates, and 2-lot Two Peaks. A separate hearing on Downtown Live-Work Unit standards (Title 10-17A-21) was also held.

Housing Authority: Budget shortfall and 2026-2027 budget

The St. George Housing Authority board met Aug. 11 to discuss the 2026-2027 budget and a shortfall. The agenda included financial certification and fraud risk assessment (both with Greg Whitehead's signature), and a possible closed meeting for litigation, security, property, or personnel matters. No minutes have been published.

Upcoming: Planning Commission and Hillside Review Board

The Planning Commission will meet Aug. 25 to consider a zone change for Horizon Ridge: about 35.76 acres from R-1-8/R-1-10 to R-1 (no minimum lot size), north of Curly Hollow Drive and south of Province Way (Case 2026-ZC-014). It will also consider a conditional use permit for Flightline RV Storage (Desert Canyon Development Inc., Case 2026-CUP-005). The Hillside Review Board will meet Aug. 26 to review two hillside development permits: a parking lot expansion at IHC St George Regional Hospital (137 additional spaces) and a single-family home development at Desert Haven.

Hillside Review Board — July 22

The board was set to review two hillside permit requests on-site. The first was a hillside permit for Mirabella at Sunbrook, covering seven 3-story condominium buildings, a private street, and amenity areas south of Sunbrook Dr and east of Luce Del Sol Dr. The second was a Hillside Development Permit request for Crown Point Lots 18, 19, and 20, to remove excess material from three residential lots at approximately 584 S Dixie Drive. The board was also scheduled to approve meeting minutes from May 27, 2026.

Arts Commission — July 23

The Arts Commission agenda included discussion and review of RAP Tax reports, consideration of nominations for Excellence in Arts awards, and discussion of the Sweetheart Swing and the Arts Summit. Approval of minutes from June 25, 2026, was also on the agenda.

City Council — July 24 and July 31

Both City Council sessions during this period were procedural. No public comments were received for the July 24 meeting. The July 31 notice stated that no comments were received between July 24 and July 31, 2026. No substantive items were listed on either agenda.

Planning Commission — July 28

The Planning Commission scheduled three public hearings:

• A Planned Development Amendment (Case No. 2026-PDA-009) for Buck's Ace Sun River, a 45,686 sq ft hardware store east of Arrowhead Canyon Drive and south of Havasu Drive.
• A zone regulation amendment (Case No. 2026-ZRA-006) to modify detached accessory dwelling unit (ADU) standards for compliance with recent state code changes, including detached ADUs on 11,000 sf minimum lots.
• A sign ordinance amendment (Case No. 2025-ZRA-011) to Title 9-13 regarding signs adjacent to residential zones, requested by YESCO.

The commission was also set to approve minutes from July 14, 2026, and receive a report on City Council actions from July 16, 2026, including the McDonald's Desert Color project.

City Council — Thursday, Aug. 6, 5:00 p.m., City Council Chambers. The council will hold a public hearing on increases to the 2026-2027 fiscal year budget. Items on the agenda include a bid for a police department campus remodel at 175 East 200 North for $5,644,385; a bid for 2,500 tons of chip seal oil from Peak Asphalt for $1,371,175; a change order for Suntran Transit Facility bus canopies for $861,985.74; a sewer relining change order with Inliner Solutions for $740,980; and a general plan change from Agricultural Estates to Commercial for 8.48 acres north of 2450 South. A work meeting the same day includes discussion of a Customer Facility Charge for rental cars at St. George Regional Airport, roadway improvements on Ezra Drive, a presentation from YESCO, and an update from the St. George Area Chamber of Commerce.
