Sandy City Council adopts ordinance on mayoral appointments; bond election, rezone on agenda

The Sandy City Council has adopted an ordinance that will change how certain mayoral appointments are approved, the most consequential decision from recent meetings. The council also considered a bond election for a school renovation, and the Planning Commission recommended a rezone that would allow farm animals.

Recent City Council

On August 4, the City Council adopted Ordinance 26-54, adding Section 3-1-10 to the municipal code. The ordinance establishes legislative advice and consent for certain mayoral appointments. The full text is available for public inspection at City Hall or online.

At its August 11 meeting, the council had on its agenda a resolution (26-78C) to call a special bond election on November 3, 2026, to fund the acquisition and renovation of the former Crescent View Middle School property. No decision on that resolution is reported; the meeting notice lists it as an agenda item only. The meeting also included approval of the July 14 draft minutes and a recreation center construction report.

On August 18, the council heard presentations on the Creek Road safety update and a study of the 11000 South and 1000 East intersection. The agenda included approval of draft minutes from July 28 and August 11, but no other voting items.

Planning Commission

The Planning Commission held a public hearing on August 20 on a rezone application for three parcels totaling 1.79 acres at 11562 S., 11563 S., and 11586 S. Hagan Road. The request would change the zoning from R-1-20 to R-1-20A, allowing farm animals. The commission forwarded a positive recommendation to the City Council, according to the upcoming council agenda.

The commission also held a public hearing on proposed amendments to the Land Development Code (Title 21, Chapters 7, 8, 9, 10, 11, 19, 24, and 37) that would allow detached accessory dwelling units in residential zones. No decision was recorded for that hearing.

Additionally, the commission reviewed a preliminary plat for the Pharm 106 Subdivision and a site plan for Liberty Drug at 1010 E 10600 South. These were agenda items; no decisions are reported.

Coming up

The City Council will meet on August 25 at 5:15 PM to install the 2026-27 Sandy Youth Council and Sandy Youth Court. The agenda is otherwise procedural.

The Architectural Review Committee will meet on August 26 from 4:00 to 6:00 PM to review the IHC Sandy Sports Performance Center at 10450 S. State Street.

The City Council will hold a public meeting on September 1 to hear presentations on the Hagan Road rezone request. The Planning Commission has recommended approval. A separate action meeting is scheduled for September 15 at 5:15 PM.

Bond Election Headlines August 4 Council Meeting

The Sandy City Council's August 4 meeting features the most consequential item on the horizon: a potential vote on a special bond election for up to $30 million to finance acquisition of the former Crescent View Middle School Property. If approved, the bond would go before voters. The same meeting includes re-appointments of Patrick Casaday, Rebekah Cowdell, and Wade Greenwood to the Community Development Block Grant (CDBG) Committee, plus a second reading of a proposal to amend Title 3 of the Sandy City Municipal Code regarding the city's Advice and Consent process.

July 21 Council: Ordinance Reading and Chambers Remodel Goals

Minutes from the July 21 City Council meeting have not yet been published, so no decisions can be confirmed. The published agenda shows the council was scheduled to hold a work session with Galloway Architects (item 26-377) to gather initial goals for remodeling the City Council Chambers and Executive Suite.
