River Heights Council Hears Property Tax Increase, Street Funding Request

Over the past two weeks, River Heights officials held public hearings on a proposed property tax increase, a street improvement funding application, and several land-use items. No decisions have been published yet; meeting minutes for these sessions are not yet available.

Property tax increase hearing

On Aug. 17, the City Council held a Truth in Taxation hearing on a proposed property tax increase for fiscal year 2026-2027. The proposal would set the rate at .000849 per dollar of taxable value, compared with the certified rate of .000476. That would generate an estimated $85,101 in additional annual revenue, a 73.33% increase over last year's budgeted revenue excluding new growth. The additional funds are earmarked for parks, sidewalk repairs, and administration wages and benefits.

The council provided examples: a $531,000 residence would see its annual tax rise from $143.10 to $247.95, an increase of $104.85. A $531,000 business would pay $190.63 more per year. After the hearing, the council may adopt, modify, or reject the proposal. It also could adopt the final tax rate and the final FY 2026-2027 budget, which would replace the interim budget adopted June 16, 2026. The outcome has not been published.

Street improvement grant hearing

On Aug. 13, the council held a public hearing on applying for approximately $500,000 in Council of Government (COG) funding for street improvements on 600 South between roughly 770 East and 1000 East. The hearing was to receive comment on the city proceeding with the funding application. No decision has been published.

Planning Commission hearings

On Aug. 11, the Planning Commission held three public hearings: minor changes to the General Plan, a proposed Accessory Dwelling Unit (ADU) ordinance, and changes to the City Code. Written comments were accepted until noon that day. The commission also took public comment on land use. Minutes have not been published.

Coming up

The Planning Commission will meet Aug. 25 at 6:30 p.m. at the River Heights City Building (520 S 500 E) to hold two public hearings: a boundary adjustment request from Derek Carlsen for 520 S 600 E, and a kennel conditional use permit request from Lynda Fisher for 494 River Heights Blvd. Written comments are due by noon to Commission Chair Keenan Ryan.

River Heights Council Adopts Compensation Ordinance; Planning Commission Continues ADU Review

The River Heights City Council adopted Ordinance No. 6-2026 on July 21, 2026, setting compensation for the city's elected and statutory officers. The ordinance was adopted following a public hearing and is now available for public review.
