Pleasant Grove weighs property tax increase, budget as hearings wrap

Pleasant Grove city officials spent the past two weeks holding public hearings on a proposed property tax increase and the city's final budget for fiscal year 2027, along with a series of planning and land-use items. No final decisions have been published yet — minutes from the meetings are not yet available.

Property tax and budget

The City Council held two special meetings on Aug. 11 — a Truth in Taxation hearing and an open house — to discuss a proposed increase in the certified tax rate for FY 2027 (July 1, 2026 to June 30, 2027). The proposal would raise an additional $365,667 per year in property tax revenue, an 8.72% increase over last year's budgeted revenue excluding eligible new growth.

Under the proposal, the annual tax on a $602,000 residence would rise from $310.57 to $337.72 — an increase of $27.15. The tax on a $602,000 business would rise from $564.68 to $614.04 — an increase of $49.36.

On Aug. 18, the council held a work session and regular meeting that included a vote on Resolution 2026-039 adopting the certified tax rate and a public hearing on Resolution 2026-040 adopting the final FY2027 budget. The agenda also listed payments to contractors for waterline and roadway projects: Payment No. 5 to Condie Construction Co., LLC for the 800 North Area Waterline, Drainage and Roadway Reconstruction Project, and Payment No. 4 to Black Forest Paving for the 1100 East Area Waterline and Roadway Reconstruction Project. The council also discussed pickleball courts at Discovery Park.

Planning and land use

The planning commission held public hearings on Aug. 13 on two items: a vicinity plan amendment for approximately 12.079 acres at 3620 N 1590 W in the Manila neighborhood (parcels 14:004:0362 and 14:004:0365), requested by Lafe Harris, and adoption of the Pleasant Grove Downtown Master Plan. The commission also reviewed minutes from its July 9 meeting.

Arts and historic preservation

The Arts Commission met Aug. 13 to vote on budget requests, including $3,000 per year for Taste of the Arts, and to discuss budgets for Concerts in the Park and the Songwriter Competition. The commission heard reports from partner organizations including Musicology, The Ruth, Utah Children's Choir, PG Orchestra, and PG Players.

The Historic Preservation Commission met Aug. 20 to vote on an attendance clause to its bylaws and the FY2026 project list and budget. The commission also discussed the Heritage Festival with Andi Veenker and Ashlyn Harker, and received an update on "Strange but True Stories from PG History" scripts. The agenda noted that Geri Taylor is no longer on the commission due to health challenges.

Coming up

The planning commission will hold public hearings on Aug. 27 at 7 p.m. in the Community Room at the Police and Court Building (108 S 100 East) on three items: a rezone of 1.03 acres at 980 W 1800 N from RR to R1-20 (requested by Braxton Rapp), a vicinity plan amendment for about 4 acres at 152 N 1400 E (requested by Daniel Judd Wray), and a conditional use permit for Artistic Dance Project at 675 W Garden Drive.

The city council will hold public hearings on Sept. 1 on the Manila neighborhood vicinity plan amendment, adoption of the Downtown Master Plan, and adoption of an updated Storm Water Management Plan with new standard operating procedures and appendices.

Pleasant Grove adopts water efficiency standards limiting lawn in new developments

Pleasant Grove has adopted new water efficiency standards that cap how much lawn can be installed in new residential, commercial, and industrial developments. The rules, approved under Ordinance 2026-021, are the most consequential recent action by the City Council.

Water efficiency standards adopted

A notice of adopted ordinances dated July 22, 2026, states the City Council adopted Ordinance 2026-021, which establishes water conservation standards for turf and outdoor landscaping across all zones. The adopted rules include:

• Lawn limited to 50% of total landscaped area in front and side yards of new residential construction.
• Lawn limited to 20% of total landscaped area in commercial, industrial, institutional, and multi-family common areas, excluding active recreation areas.
• Prohibition of lawn installation in park strips.
• Prohibition of lawn installation on slopes greater than 25% or 4:1 grade.
• Requirement that lawns be at least 8 feet wide at their narrowest point.

The ordinance amends landscape requirements in Chapters 6, 9, 10, 11, 12, and 14 of City Code Section 10-15-28.

Other July 21 City Council items

The July 21, 2026, City Council agenda listed several additional items, but minutes have not yet been published, so outcomes are not confirmed. The agenda included:

• Resolution 2026-036: Authorize a special warranty deed to Valley Grove IV, LLC for a 368 sq ft right-of-way at 1008 S. North County Blvd.
