Park City boards weigh land-use, transit, and development proposals

Over the past two weeks, Park City's City Council, Planning Commission, and other boards met to consider a range of agenda items, but no final decisions have been published yet — minutes from these meetings are still pending. The most consequential proposals on the table include a $339,500 bus purchase, a 106-unit mixed-use development, and a broad set of land management code amendments.

City Council: Transit, grants, and code changes

At its Aug. 13 regular meeting, the council considered Ordinance 2026-19, which would amend the Land Management Code to streamline condominium plat amendments, align local rules with Senate Bill 284, update transportation impact study guidelines, and revise fence regulations in residential Historic Districts. The agenda also included authorizing up to $339,500 to purchase eight previously leased 35-foot low-floor diesel buses and a spare engine/transmission assembly, an amendment to the Ineo Systrans USA Inc. contract increasing it by $180,000 to $1,380,000 for CAD/AVL technology for transit buses, and $970,600 in temporary construction and perpetual easement agreements for the Citywide Bus Stop Improvement Project. The Council also considered $27,500 in community grants to Park City Community Foundation, Peace House, Inc., and Bridge21 Park City, Corp.

At its Aug. 20 meeting, the Council discussed the Salt Lake City Airport Connector Pilot Project and the Main Street Area, and considered contract amendments: $132,725.59 for Munchkin and Woodbine Improvements (total $462,112.52), $407,000 for two bridges on McLeod Creek Path, and $884,950 for the Pinnacle Subdivision Waterline Replacement (total $2,219,100).

Planning Commission

The Planning Commission met Aug. 12 to review the Five-Acre Site at Kearns Blvd and Bonanza Dr — a proposed mixed-use development with 106 residential units and more than 30,000 square feet of commercial/art space. It also considered a Sensitive Land Overlay modification at 1364 Golden Way, a conditional use permit for a basement at 1010 Woodside Avenue, an extension request for the Mid-Mountain Trailhead permit, and work sessions on seasonal housing and swimming pool regulations.

The Commission will meet again Aug. 26 to hold public hearings on the Five-Acre redevelopment (applications PL-26-06914, PL-26-06915/917, and PL-26-06920), plus conditional use permits for a 349-square-foot pool and hot tub at 3228 American Saddler and a 300-square-foot pool at 2868 American Saddler Drive. A work session will cover Land Management Code amendments for Wildland Urban Interface and Water Wise Landscaping.

Other recent items

The Police Department posted a public notice Aug. 13 that it holds unclaimed evidence and property from closed cases, including electronics, wallets, jewelry, firearms, bicycles, and personal belongings. Owners must contact the evidence custodian at 435-615-5521 to claim items; unclaimed property will be disposed of Aug. 21 per Utah law.

The Library Board met Aug. 19 to discuss a possible book locker, corrections to FY26 statistics, and a new library app. No final decisions were listed on the agenda.

Park City roundup: Council set to appoint Finance Director; lift upgrade appeal hearing held

Park City's advisory boards and councils convened several meetings in mid-July, though minutes have not yet been published for any of the sessions. Here is what was on the agendas.

City Council: Finance Director appointment

The City Council held a special meeting on July 16, 2026, with two items on the agenda: consideration and approval of the July 9, 2026 meeting minutes, and the appointment of Karyn Henry as Finance Director for Park City Municipal Corporation. No other business or public hearings were scheduled. Minutes have not yet been published, so the outcome of the appointment is not yet confirmed in the official record.

Appeal hearing: Park City Mountain lift upgrades

An administrative appeal hearing was held July 16, 2026, via Zoom from 10:00 AM to 1:00 PM, reviewing the Planning Commission's approval of two conditional use permits for Park City Mountain. The appeals cover Conditional Use Permit PL-26-06820 for the Silverlode Lift Upgrade on Parcel PCA-S-98-PCMR-1, and Conditional Use Permit PL-26-06821 for the Eagle Lift Upgrade on Parcels SA-402-A, PCA-1003, PCA-29-A, PCA-29-D, and PCA-S-98-PCMR-1. Only the appellant, applicant, and city representatives were permitted to present; the public could listen online. A decision has not yet been recorded in published minutes.

Library Board: Policy changes and strategic planning

The Library Board met July 15, 2026, to consider edits to the Patron Behavior Policy and the removal of three policies: the Gaming Policy, the Unattended Children Policy, and the YouCreate Lab Policy. All four policy items were listed under new business attributed to Dohanos. The board was also scheduled to review a SWOT analysis for the strategic plan and assign FY27 subcommittee activities. Director and Friends of the Library reports were on the agenda, along with approval of prior minutes. No outcomes are confirmed yet.

Nonprofit Services Advisory Committee: Grant applications reviewed

The Nonprofit Services Advisory Committee met July 15, 2026, to discuss and possibly act on Emergent Community Needs Grant applications. The agenda included a presentation of survey results related to the grant program, consideration of minutes from the April 8, 2026 meeting, an annual ethics pledge and disclosures, and OPMA training. A public input period for city business not on the agenda was also scheduled. Results of the grant discussions have not been published.
