Layton City Council hears mixed-use rezoning requests; Planning Commission canceled Aug. 11 meeting

The Layton City Council held public hearings Aug. 20 on two rezoning requests to mixed-use, but no final decisions were made. The Planning Commission canceled its Aug. 11 meeting for lack of agenda items. Upcoming Planning Commission meetings on Aug. 25 will consider several proposals, including a rezoning for an assisted living expansion and zoning text changes.

Recent meetings

City Council (Aug. 20)

The council held a public hearing on a proposal to rezone approximately 0.612 acres at 1596 North Avalon Drive from C-H (Planned Highway Commercial) to MU (Mixed-Use).

In a separate hearing, the council considered a request to rezone 1596 North Main Street from C-H to MU, tied to a development agreement (Ordinance 26-25, Resolution 26-37). The council also considered consent items amending the RAMP tax code (Ordinance 26-26) and the RAMP Advisory Commission bylaws (Resolution 26-38).

A work meeting later that day discussed the same Main Street rezone and development agreement, but no vote was taken.

RAMP Tax Advisory Commission (Aug. 17)

The commission met to review a draft RAMP ordinance and bylaws, an online RAMP application, and emails received via RAMP@laytoncity.org. The agenda included a council member report by Clint Morris. No action items were listed.

Planning Commission (Aug. 11)

The regular meeting was canceled due to a lack of agenda items. No business was conducted.

Coming up

Planning Commission (Aug. 25, 7:00 PM, City Council Chambers, 437 North Wasatch Drive)

The commission will hold a public hearing on a proposal to rezone 1.5 acres at approximately 1242 East Pheasant View Drive from R-1-6 (Single Family Residential) and R-S (Residential Suburban) to R-2 (Single and Two Family Residential) to accommodate a facility expansion.

Also on the agenda:

• A public hearing on a text amendment to Title 19 'Zoning' to align accessory dwelling unit (ADU) standards with Senate Bill 284 from the 2026 Utah Legislative session.
• A conditional use request for a high-impact home occupation (dietetic/nutrition counseling) at 1954 East Sunset Drive.
• A plat amendment for Layton Parke Estates Phase 2 to transfer 1,350 square feet from Lot 236 to Lot 234 at 2120 West South Bend Drive / 930 South 2075 West.
• Approval of minutes from July 14 and July 28, 2026 meetings.

RAMP Tax Advisory Commission — Meeting Cancelled, Then Rescheduled (July 27)

A special meeting of the RAMP Tax Advisory Commission originally scheduled for July 27, 2026, was cancelled. A separate special meeting was then set for the same date to review a draft RAMP ordinance, draft bylaws, and an online RAMP application. Planning Commission — Three Amendments on the Table (July 28)
