Ivins Council Weighs Sage Villas Zone Change; Planning Commission Hears Construction Standards

Ivins City Council met Aug. 20 to consider a zone change for the Sage Villas Phase 2 development, while the Planning Commission held a public hearing on proposed changes to the city's construction standards. City Council considers Sage Villas Phase 2 zone change

The council discussed Ordinance No. 2026-16, which would amend the zoning on approximately 0.81 acres in Sage Villas Phase 2 from R-TH (Residential Townhouse) to R-M (Residential Multi-Family). The applicant is Sage White Mountain, LLC, and the change would apply to Units 36-43. The council also discussed a supplemental development agreement for the project. No vote was recorded.

In the same meeting, the council continued discussions on attainable housing options at Guy Lane and Fitness Way, and on the fire station remodel and expansion. A resolution appointing a grand marshal for the 2026 Heritage Days Parade was also on the agenda.

Joint work session on attainable housing

Later on Aug. 20, the City Council and Planning Commission held a joint work session that began in the Council Chambers and then traveled on-site to Guy Lane and Fitness Way to discuss attainable housing options. The session was discussion-only, with no formal votes or public hearings scheduled.

Planning Commission holds public hearing on construction standards

On Aug. 18, the Planning Commission held a public hearing on amendments to the Ivins City Standard Specifications for Design and Construction. The city is the applicant. The commission also discussed the Building Height Code (16.11.126) and the city Land Use Map. The meeting was open in person and via Zoom. No minutes have been published.

Arts Commission meets on Heritage Days and 'It's a Wrap'

The Arts Commission met Aug. 12 and introduced new Commissioner Josie Brzenk. The agenda included discussion of Heritage Days exhibits, the Living Artfully blog, a Youth Council public art project, and potential approval of 'It's a Wrap' program procedures. The commission also considered approving minutes from its June 10 meeting. No decisions are recorded.

Ivins officials weighed zoning changes, contracts, and development plans in mid-July sessions

The Ivins City Council and Planning Commission held several meetings in mid-July covering zoning amendments, a development plan, and city contracts — but minutes have not yet been published for any of the sessions, so outcomes and vote tallies are not yet available.

City Council — July 16

The City Council's agenda included a public hearing and proposed ordinance to rezone approximately 0.81 acres at 366 Fitness Way from Residential Townhouse (R-TH) to Residential Multi-Family (R-M) for Sage Villas Phase 2, Units 36–43. The request was filed by Sage White Mountain, LLC.

The council was also scheduled to discuss and consider approval of a corrected consolidated fee schedule, spend budgeted funds on landscape installation at the Hamblin Parkway Roundabout and center medians, and award a contract for the Public Works Yard West Parking Addition Project on 200 West.

A continued discussion of the Anasazi Commons Annexation along Old Highway 91 was also listed.

Because minutes are not yet published, it is not known which items were approved, tabled, or continued.

Planning Commission — July 14

The Planning Commission was scheduled to hold a public hearing and make a recommendation on amendments to the CN Neighborhood Commercial Zone. The commission was also set to consider approval of the Serene Hideaway Preliminary Plan at approximately 285 West and 450 North.

No minutes have been published, so no recommendation or vote outcome is available.

What residents should watch

The Neighborhood Commercial Zone amendments that the Planning Commission took up on July 14 are expected to move to the City Council for a public hearing on August 6, where the council will consider the commission's recommendation. Written or electronic comments may be submitted to the City Recorder, and the proposed amendment is available at the Building Department and on the city website.

The Sage Villas Phase 2 rezoning, if approved, would change the zoning designation for a specific parcel on Fitness Way to allow multi-family residential use.
