Hyrum boards take up zoning rewrite, 143-unit development, short-term rentals — no decisions yet
Hyrum's Planning Commission and City Council held meetings this week to hear public input and discuss several land-use items, but no final decisions were made. The most consequential item on the table is a proposed 143-unit planned unit development, along with a rewrite of the city's manufacturing zones and a new ordinance for accessory dwelling units.
Planning Commission: public hearings on zoning, rentals, and a 143-unit development
The Planning Commission met August 13 for a series of public hearings. All items were on the agenda for comment only; the commission did not vote on any of them.
Manufacturing zone rewrite. The commission heard comment on an ordinance that would repeal the existing light manufacturing (M-1) and manufacturing (M-2) chapters and create a new Chapter 17.48 for Manufacturing Zones M-1 and M-2, along with amending definitions in Section 17.04.070.
Accessory dwelling units. A separate hearing covered a proposed ordinance adding Chapter 17.63, Detached Accessory Dwelling Units, to the city's zoning code.
143-unit planned unit development. The commission heard comment on a concept plan for a planned unit development at approximately 1170 East 700 South, consisting of single-family detached homes and townhomes totaling 143 units. The agenda also listed this as a concept plan for Merv's Subdivision.
Short-term rental permits. Four separate public hearings were held for short-term rental conditional use permits at the following addresses:
- 345 East 400 South (applicants Russell and Michelle Bundy)
- 708 East 1150 South
- 291 West 300 South
- 85 North 200 West (applicants Clay and Clarissa Allen)
All hearings took place at 6:30 p.m. in the Hyrum City Council Chambers, 60 West Main.
City Council: workshop and regular meeting on August 20
The City Council held a workshop meeting and a regular meeting on August 20. No votes or decisions are listed on the agendas.
Workshop — nursery business. The workshop's only substantive item was a discussion of Cache Valley Nursery's business license and site plan requirements at 514 East 300 North.
Regular meeting — development, truck ban, and studies. The regular meeting agenda included:
- A concept plan request for the 143-unit planned unit development (Merv's Subdivision) at approximately 1170 East 700 South.
- Ordinance 26-16, which would restrict commercial vehicle traffic on 200 West between Main Street and 300 North.
- Discussion of the manufacturing zone rewrite (Application #26-028) and the accessory dwelling unit ordinance (Application #26-025).
- Consideration and award of a bid for a Parks, Recreation Facilities, Open Space and Trails Facilities Plan and Impact Fee Study.
- A budget report.
